The Poitou-Charentes Region is located in the West of France. It has a population of 1.600.000 inhabitants, which makes it one of the most rural regions in France. In 2005, the executive of the Region Poitou-Charentes implemented the first participatory budgeting at a regional level in Europe.
The present work is the outcome of an essay prepared for "Disclosure Policies and Innovations in Governance", a core course held by Professor Elena Fagotto at the Second Level Master in International Public Affairs organized by the School of Government of LUISS Guido Carli University, Rome, Italy, academic year 2010/2011.
This participatory process started in August 2003 in a small town of the Salento area, on the Eastern-most tip of Italy. The final objective of this project was to carry out an Integrated Urban Regeneration Project among neighbor towns in order to revive a vast decaying rural area called the “Paduli” through the active participation of residents, people coming from other parts of Italy, professionals from different areas of expertise, local associations, institutions and Town Administrations.
The Minneapolis Neighborhood Revitalization Program (NRP) was established jointly by the Minnesota state legislature and the Minneapolis city council in 1990 to revitalize inner city neighborhoods. The NRP represented a procedural innovation, with a focus on empowering local residents to set priorities, design projects and undertake implementation.
