In May 2012 Seoul became the first city of over 10 million inhabitants to embrace participatory budgeting. Since the election of Wonsoon Bak as mayor, participatory budgeting has evolved into an effective and efficient governance scheme, evaluated by academia as one of the best examples of democratic innovation.
Citizens, political parties and local organisations started an autonomous bottom-up process of consultation to develop a revitalization program for the improvement of the neighbourhoods. The goal was to achieve higher living standards materially as well as socially and culturally.
Incorporating input from 13,000 participants over a six year period the project noticeably shaped both the direction and content of the administration’s policies - from budgeting to city planning to youth-specific issues.
