Definition

e-Deliberation is an online enabling technology for collaborative decision and strategy making by the persons who have the expertise or are impacted by the focus of the e-Deliberation. It provides the thinking process and platform to tie it all together.

Problems and Purpose

e-Deliberation targets difficult, complex or wicked problems that have multiple stakeholders each with their varied interests, preoccupations and goals. The e-Deliberation thinking process yields a multifaceted resolution which tends toward full participant consent.

As required by the government of Ontario to involve residents in the decision making process concerning their health care systems after the passing of the Local Health System Integration Act in 2006, the South East Local Health Integration Network (SE LHIN) launched the community engagement phase of their Clinical Services Roadmap project in March of 2011. The project was initiated to gain community feedback and strengthen the health care system in South East Ontario. Residents submitted their opinions concerning seven central focus areas of clinical services in the form on a workbook over an eight week period. The results from the project were incorporated in to the South East LHIN decisions involving services and allocations.

Problems and Purpose

Raymond, New Hampshire is a town seeking change. A community group called Positive Raymond collaborated with the University of New Hampshire's New Hampshire Listens Program to host a one day forum in which community members could come together to discuss how to make Raymond a better place to live, work, and learn. Framing questions for the conversation included:

* What do you like most about living in Raymond?

* What about Raymond do you think could be improved?

Problems and Purpose

The "Piano Integrato di Salute" is the document of the Società della Salute that plans healthy and social policies. Società della Salute are public consortium between municipality and Asl (Aziende Sanitarie Locali), the organisations that manage health care. They have to guarantee good performances with a budget that is reduced every year: to do this, efficency and citizens involvement seem to be the most important answers.

Problems and Purpose

In 2008 the provincial government of New Brunswick, Canada published its Provincial Health Plan 2008-2012. This plan identified several problems or challenges respecting the province's health care system, including "an aging population," high rates of chronic diseases linked to unhealthy lifestyles, a shortage of health care personnel, rising health care costs, and citizens' heightened expectations for health services delivery.

Problems and Purpose

In the late 2000s Northumberland Hills Hospital experienced repeated budget deficits. The hospital's board needed to cut the hospital's services in order to balance the budget. Ontario's Local Health System Integration Act, 2006, required the hospital to seek public input before changing services.  Accordingly, the hospital's board developed a plan, called a collaborative budget strategy -- formally entitled "Shared Challenge, Shared Solution" -- to elicit this public input.
