"A Deliberative Poll on Education Policy in Northern Ireland","nibleys","Before making the education policy adjustments which had become essential due to low pupil turnout, the Department of Education in Northern Ireland sought to pay attention to the views of the parents. The goal was to create the required new rules within an atmosphere of cooperation. To attain this cooperation, a deliberative poll was held in Omagh, Northern Ireland in January 2007. 565 randomly selected parents were polled and then invited to Omagh College for a day of deliberation. 127 participants were given briefing materials on education policy. Parents engaged in small group discussions which were controlled by moderators, while at the same time a panel of experts answered their questions. "City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. A key element of this project is the involvement of members of society into the research on innovative treatments of arthritis. We will set up a two-way dialogue at eye level between patients / citizens and leading European scientists in three European countries (Germany, Switzerland, Ireland). In the so-called patient and citizen panels (about 3 to 4 days) participants are first introduced to the field of innovative research on arthritis through expert presentations and a hearing with experts selected by the participants. In a second step, participants negotiate about this input and then compile patient-/ citizen-reports supported by independent facilitators. Therefore, the main objective of this work package is to discuss the chances, risks and ethical aspects of innovative arthritis treatments with lay people and to develop communication strategies to provide clinics, interested companies as well as the media and a broader public with balanced, professionally developed and scientifically sound information.

La misma, que se encuentra incluida en un proyecto más amplio desarrollado en forma conjunta en los niveles regional, provincial y comunal, consiste en la realización de un nuevo tramo de la autopista de doble mano, para reemplazar la actual A10 en la parte en la cual atraviesa la comuna de Génova. 
La obra de referencia tiene un fuerte impacto sobre el ambiente, la salud, la vivienda y la actividad productiva. Por dicho motivo, la comuna de Génova y el sujeto proponente, la Sociedad  “Autostrade per l’Italia” (ASPI), decidieron conjuntamente, abrir un debate público para discutir sobre su realización. Dicho debate costó cerca de 200.000 euros, de los cuales el 65% estuvo a cargo de la empresa ASPI y el 35% restante a cargo de la comuna de Génova.

In 2007, a decision was approved by the Zola Predosa Administration to go through with a construction project that aimed to renew and build housing in an underdeveloped area.  Some of the locals of Zola Predosa were baffled at the decision and expressed discontent due to the project’s impact on traffic and the environment. As a response, the Zola Predosa Administration designed a Participatory Planning Workshop (PPA). Through this participatory process, the Zola Predosa Administration sought to increase the awareness of the locals, get their suggestions and ultimately to carry out the construction project with more public support. Despite the presence of willing participants and experts who provided information, the participatory workshop failed to reach its stated goals. The legitimacy of the process fell into question and dissatisfied participants quit the process. Hence, this is an interesting case of failure in participatory activities. This article summarizes the participatory project and elaborates on the reasons why the process has failed. "RAFAELA AGENDA ESTRATEGICA","lbrizio","La Agenda Estratégica Rafaela 2010 - 2016, es un proceso participativo para construir una visión compartida a largo plazo para la ciudad de Rafaela y una serie de recomendaciones para su desarrollo, teniendo como horizonte dos hechos emblemáticos en la historia de la Patria (Argentina), como el bicentenario de la Revolución de Mayo (1810), y la declaración de la independencia nacional (1816). Es un proceso que nace en el año 2008, del seno de la Municipalidad de Rafaela, a través de la Secretaría de Gestión y Participación como órgano técnico, y tiene como órgano ejecutor al Consejo Consultivo Social, que es un órgano integrado por las distintas instituciones de la ciudad. La primera etapa fue la de recolección de información y diagnóstico de las problemáticas presentes y futuras. Con aquella documentación se establecieron 5 ejes de acción, desde los cuales se realizaron diversos talleres ciudadanos, conferencias, mesas de trabajo, entre otras actividades, junto a instituciones de la sociedad civil, funcionarios, facilitadores y ciudadanía en general. Luego de las actividades se realizaron conclusiones que se registran en informes. En cada eje de acción se realizó un informe que permite observar cuáles son las problemáticas presentes a trabajar, los lineamientos a futuro, y una serie de recomendaciones. 
Desde el año 2010 la Agenda comienza a funcionar y crear outputs a través de diversas actividades, obras y proyectos correspondientes a los ejes y lineamientos trazados durante la etapa de elaboración.

Positive Raymond is a community group composed of citizens and local business owners whose aim is to make Raymond a better place to live, work, and learn. New Hampshire Listens is a program run by the University of New Hampshire's Carsey Institute that works at the local and state level to facilitate and support public deliberation of complex, polarizing issues. Positive Raymond and NH Listens hosted a one day event where over 60 Raymond residents met to share their concerns and ideas for improving Raymond. As a result of these deliberations, four core recommendations were made including: a need for improved communication and civil discourse, a balanced approach to economic development and conservation, initiatives for positive media coverage and public relations related to the Raymond community, and the need for training local leaders to collaborate and communicate more effectively with the community.

"Use of Delphi Method to Develop a Horse Control Strategy","brydon","The rural area surrounding Penticton, British Columbia, Canada is invaded each winter by herds of roaming horses.  Some of the horses belong to members of the neighboring Penticton Indian Band; however, ownership, jurisdiction, a responsibility for the problem has been disputed for decades. This report describes the use of a Delphi-based approach to engage the public in the search for a solution.  Two distinct Delphi surveys were deployed: The first was directed at eliciting fundamental objectives for the overall decision process.  It was not clear at the outset, for example, whether residents were concerned about the horses themselves or whether they would be willing to incur costs to address the problem.  The second Delphi survey was conducted to elicit possible solutions consistent with the fundamental objectives identified in the first Delphi.  Roaming horses is a novel problem with no well established government responses.  Accordingly, the second Delphi was meant to elicit creative ideas from a range of residents with diverse backgrounds and experiences.

The experiment shows that (a) web-based survey techniques can be used to conduct relatively large-scale Delphi surveys and (b) some learning within the Delphi panel did occur during the multiple rounds of the survey.
