"City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. This summary was forwarded to the City Council and mayor for further evaluation and hopefully, approval.","In 2012, the City of Canada Bay Council proposed an innovative method of deliberative democracy  to obtain the advice of citizens in making decisions for the range and quality of council services for the period 2014-18. "Let the People Speak: New Jersey Citizens’ Tax Assembly (New Jersey, USA)","Haigp","The New Jersey Peoples’ Tax Assembly was a deliberative event conducted in 2003. It was organized by the New Jersey Coalition for the Public Good and was hosted in Trenton, New Jersey. The Coalition initially contacted 2,000 interest groups who would have an interest in tax reform. Eventually Coalition was able to narrow down the number to 100 with an aim towards diversity in beliefs, gender, and geography. In the end the Assembly hosted just fewer than 100 delegates. These delegates were originally shown a video on a few diverse expert opinions of New Jersey’s property tax structure. Next the delegates were given guides consisting of fact and important questions revolving around taxes in New Jersey. After being allowed an opportunity to create opinions delegates communicated in small group settings. They were each facilitated by trained facilitators; meant to guide conversation and record the viewpoints of the delegates. The purpose of the Assembly was to talk about reforms for a controversial New Jersey tax system and discuss steps that the State could take to move toward further fairness. After, the Assembly concluded The Coalition for the Public Good created a report consisting of the findings from The Assembly. This report has been shown and discussed at special meetings with the state. This Assembly has evolved into a much greater process as it now incorporates more people and more opinions state-wide.","SummaryThe New Jersey Peoples’ Tax Assembly was a deliberative event organized in 2003 by the New Jersey Coalition for the Public Good.  Its aim was to provide recommendations for specific steps leading to the reform of New Jersey’s tax system, commonly...","Tue, 01/03/2012 - 10:45","United States","No","","","Budgeting","","Discussion, Dialogue, or Deliberation","Non-Governmental Organization (Non-profit)","Consultation (i.e. to advise decision makers)","Random Selection","Representative Town Meeting","Regional (e.g. State, Province, Autonomous Region)","Non-Governmental Organization (Non-profit)","Non-Governmental Organization (Non-profit), Philanthropic Organization (i.e. dedicated to making monetary grants or gifts)","Yes"

This transpired during the implementation of environmental institutionalism which coincided additionally with the introduction private actors in the construction of public infrastructure through a concessions scheme. This conflict concerns citizen opposition against this project set under the banner of the coalition “No a la Costanera Norte” or “No to the Costanera Norte”. This organization was put together by a group of affected citizen organizations. After their initial immersion, there were accordingly modifications implemented to the project which partially favored the interests of the citizens organized in the coalition.
