"Participatory urban development Berlin - Dialogue about options for the future use of the Tempelhof airport","Christina Rucker","Online participation has been used as an instrument to create ideas for the urban development of important places in Berlin since 2003. Citizens give ideas or vote on strategies of urban development projects (Public Space Alexanderplatz 2003, Masterplan Kulturforum 2004/ 2005, redesign of the Gleisdreieck park 2005/ 2006 or the Berlin Wall Memorial 2006). The latest example is the dialogue process about the future use of Tempelhof Airport. In 1994, plans to close Berlin’s Tempelhof airport were made public the first time. The decision to close the airport was ultimately reached in 2008 after a heated debate and a referendum. In the final phase, the Senate Department for Urban Development Berlin started a (online) dialogue process to discuss the options for the airport’s future use, coinciding with its official announcement of the upcoming declassification as an airport. The online-debate starts with short information about the background of planning; the first question put to citizens was ""What does Berlin need at this place?"" (8 weeks). Based on these answers a public, moderated online-discussion started (4 weeks) on how to use the Tempelhof area further on. At the end of that discussion the participants had produced several Top10-lists of possible solutions. The Top 3 ideas were awarded, and their initiators had the opportunity to present their ideas directly to the director and permanent secretary of urban development of Berlin. All results are documented on the project website. In these days the winning idea - a youth playground - became reality. In this way, all interested citizens were included in the urban development of the Tempelhof airport area. Over 36.000 people showed interest in the dialogue, 1.400 submitted ideas. 10.000 votes helped shape a ranking of best-liked suggestions. Subsequently, the Senate Department for Urban Development Berlin also launched a “Call for ideas” for only the airport building. "The Use of Machizukuri After the 1995 Earthquake (Kobe, Japan)","JoyousTerra","In January of 1995, greater Kobe, Japan experienced a high intensity earthquake called the Great Hanshin Awaji Earthquake.  In March of 1995, the City of Kobe local government issued plans for “Designation of Land Readjustment and Redevelopment Areas.”  These plans created controversy between the residents and the local government because the government made their decisions for rehabilitation without negotiating or consulting with the residents that the plans would impact.  Machizukuri citizen groups were used as part of the Kobe rehabilitation process, such as in Rokko, Japan in the North District.  Machizukuri has existed in Japan since the 1960s and was used to engage residents in bettering their own communities, and to engage in dialogue with the local government in order to create accountability.  The Japanese term Machizukuri translates to mean ""town or community building process.""  The essential pillars of Machizukuri were to bond, bridge, and link social capital; in other words, to create community unity, a multi- social sector network, and to get involved in government decision-making.  Within this structure, the concept of a town meeting, deliberation, consensus building, negotiation, information and opinion sharing, and local leadership are also fundamental aspects of the best functioning citizen participation examples.  This case study discusses how the North District (Rokko) used Machizukuri to impact the local government’s community plans and establish their own initiative in the 1990s. "Transportation Priorities Project","Waltsearch","The Transportation Priorities Project (TPP) was conducted as a progressive series of community meetings, forums, and a summit to advance understanding and determine transportation system development and funding priorities for the Clark County region. "www.dresdner-debatte.de","Christina Rucker","The citizens of Dresden share a strong common tradition of engagement in urban development and public space design. Still the channels for individuals, groups and organizations to communicate their suggestions and arguments was repeatedly criticized as insufficient or outdistanced. The Dresdner Debatte (Dresden debate) was introduced as a new forum for an open public dialog between citizens, politicians and urban planners, dealing with present or controversial aspects on urban development. The Dresdner Debatte is based on two overlapping options for participation, on line dialogue via an internet platform and direct dialog in a temporary information container on the development site. In order to secure an open and independent forum, the external actor Zebralog moderates the dialog. They are also documenting and evaluating the participation process in order to extract clear conclusions, apt for implementation in future development. The first Dresdner Debatte was installed in the city center, in the area around the well-known square Neumarkt. On this site, an ongoing reconstruction of historical streets, squares and well-documented historical facades is taking place. This development is also one of the most discussed ones in Dresden, thereby closely related to issues of cultural heritage, identities and lifestyles, which explain the partly controversial background of the first Dresdner Debatte.","The original version of this case study first appeared on Vitalizing Democracy in 2010 and was a contestant for the 2011 Reinhard Mohn Prize.
