"Alternative Public Hearings in Andhra Pradesh (Vizag, India)","Gregorydbarrett","The construction of a coal-fired powerplant in the Vizag District of India by the National Thermal Power Corporation severely impacted the health, land, community, and livelihoods of local villagers. With no legal recourse available, the villagers compiled a list of community grievances and the evidence to back them up, and then called the various powerful actors to a public hearing where they had to respond directly to the findings before more than a thousand people. "City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. This summary was forwarded to the City Council and mayor for further evaluation and hopefully, approval.","In 2012, the City of Canada Bay Council proposed an innovative method of deliberative democracy  to obtain the advice of citizens in making decisions for the range and quality of council services for the period 2014-18. One program created ten thousand community-managed health clinics, but all of these clinics failed due to non-transparent processes and biases towards elite membership in the councils which governed each clinic. The other program involved NGOs in the creation and direction of participatory Health Watch Committees, which used a more inclusive and transparent governing process-- although most committees closed to budget cuts in 2004, some still survive today. "Law-making 2.0 by Wikivote (Russia)","yarmakhov","In April 2010 Wikivote was approached by the Russian Ministry of Education with a request to develop a crowdsourcing platform for evaluating and editing the draft for the new Law on Education. This task was fulfilled according to the approach discussed above. For testing the model we used the chapter ""General education"". Our goal was to invite Russian experts, teachers and parents to an in-depth analysis of the Law, evaluating and discussing its overall concept and items, soliciting ideas for improving statements of the law and making new suggestions.

The Law on Education is a major discussion issue in the Russian political life. The quality of education in Russia is one of the major concerns as the vast majority of Russian families have K-12 students. Most discussed issues, such as mandatory graduation testing, religious education and deteriorating quality of public school education are highly debated. We assumed that the community for discussing the subject is very broad and set no limitations on age, affiliation or status of participants. Our approach to lawmaking is quite different from the existing practice, in which access to creating and making amendments to laws is granted only to a very limited group of ""experts"", whose expertise is mainly based only to their proximity to the governing bodies. This corresponds with previous research which showed that maximum results are received in crowdsourcing campaigns where certain level of the participants' knowledge of the field is combined with their diversity.

The text of the draft Law was decomposed into 11 articles and 71 items. Each item became a subject to discussion and improvement. Each item of the Law was posted on the site as a separate page. Upon registration users could make a vote in favor or against the draft, comment on it or suggest their own versions, which was done as a result of saving a previously edited version of an item under the user's name. Then, potential participants were invited, for which purpose we used expert mailing lists and social networks. We did not try to solicit a vast number of potential contributors; a right balance between the number, expertise and diversity of the ""crowd"" was essential. During the testing period in May - August 2010 512 users joined the community and participated in discussing and evaluating the Law. This number proved to be quite adequate for the targeted goals, as larger number of participants could negatively affect the service performance.","Note:  This article is in need of assistance with editing and content.  Please help us complete it.Summary In 2010, the Russian Ministry of Education asked Wikivote to develop a crowdsource platform for evaluating and editing the draft of the new Law on...","Mon, 12/26/2011 - 16:26","Russia","No","","","Political Institutions (e.g. Constitutions, Legal Systems, Electoral Systems)","","","National Government","Consultation (i.e. to advise decision makers)","Open to all","Wikivote ","National","National Government","Non-Governmental Organization (Non-profit)","No"

"No to the Costanera Norte Coalition","christophersmith","The construction of the East West System (Costanera Norte), the first urban highway in the Metropolitan Region of Chile, was a complicated and time consuming process. This transpired during the implementation of environmental institutionalism which coincided additionally with the introduction private actors in the construction of public infrastructure through a concessions scheme. This conflict concerns citizen opposition against this project set under the banner of the coalition “No a la Costanera Norte” or “No to the Costanera Norte”. This organization was put together by a group of affected citizen organizations. After their initial immersion, there were accordingly modifications implemented to the project which partially favored the interests of the citizens organized in the coalition. By the time the conflict was solved and the concession works were materialized, the coalition channeled its social capital and interests toward a sustainable city in through non-governmental organization City Lives (Organización No Gubernamental Ciudad Viva), which was able to establish itself as a respectable and visible citizen group recognized by political authorities, academics, and citizens up until today. This goes to show that through conflicts between citizens and state, legacy is ultimately a lesson for all actors involved, including those who are submitted to new ways of projecting and understanding the city and a state agency which should become responsible for more complicated scenarios concerning both the environment and a new conception of an active and demanding citizenry. "Oregon Citizens' Initiative Review (Oregon CIR)","Vicnin","The Oregon Citizen Initiative Review (Oregon CIR) is a Citizens' Initiative Review designed to allow citizens of the U.S. state of Oregon to evaluate statewide ballot initiatives. A Citizens’ Initiative Review (CIR) is a Citizens’ Jury that deliberates about a ballot initiative. The Oregon CIR is intended to give voters clear, useful, and trustworthy evaluations of initiatives on the ballot. During election time, voters receive an abundance of information through the media, but most of it is meant to influence, not inform. Campaigns to pass initiatives are filled with ""spin"" and ""political noise."" Healthy Democracy Oregon (HDO), a non-profit organization, was designed to help create and promote the Oregon CIR. The purpose of the Oregon CIR is to allow a random sample of Oregon citizens to learn important facts about an initiative, hear the pros and cons of each initiative, deliberate on the initiative, and then relay that information to the voters of Oregon via a one-page Citizens' Statement summarizing their findings and positions. This Citizens' Statement, which is added to the voter’s pamphlet -- a booklet, published by the government, that gives citizens information about candidates and ballot measures to be voted on in an election -- is designed to give voters facts and perspectives that they may not have gotten on their own.","PurposeThe Oregon Citizen Initiative Review (Oregon CIR) is a Citizens' Initiative Review designed to allow citizens of the U.S. state of Oregon to evaluate statewide ballot initiatives. "Participatory Decentralization in Montevideo","wenger1989","Participatory decentralization is the process of handing out legitimate political authority to the citizens. It contributes to democratization by bringing the government ‘closer to the people’, imparting the citizens with political knowledge through their participation in local management, and making the government more accountable. [1]

Frente Amplio-Encuentro Progresista (FA-EP), the ruling political party in Montevideo, Uruguay, implemented this program in 1990 after winning the 1989 election. The program entails the transference and distribution of social, political and economic power, allowing citizens to make decisions on matters of interest to the community. The idea is to “transform the state-society relationship, creating a new public space where issues crucial to the quality of the lives of the great majorities, are discussed”. [4] Participatory decentralization remains a key element of Montevideo’s political system today.

"The Use of Machizukuri After the 1995 Earthquake (Kobe, Japan)","JoyousTerra","In January of 1995, greater Kobe, Japan experienced a high intensity earthquake called the Great Hanshin Awaji Earthquake. In March of 1995, the City of Kobe local government issued plans for “Designation of Land Readjustment and Redevelopment Areas.” These plans created controversy between the residents and the local government because the government made their decisions for rehabilitation without negotiating or consulting with the residents that the plans would impact. Machizukuri citizen groups were used as part of the Kobe rehabilitation process, such as in Rokko, Japan in the North District. Machizukuri has existed in Japan since the 1960s and was used to engage residents in bettering their own communities, and to engage in dialogue with the local government in order to create accountability. The Japanese term Machizukuri translates to mean ""town or community building process."" The essential pillars of Machizukuri were to bond, bridge, and link social capital; in other words, to create community unity, a multi- social sector network, and to get involved in government decision-making. Within this structure, the concept of a town meeting, deliberation, consensus building, negotiation, information and opinion sharing, and local leadership are also fundamental aspects of the best functioning citizen participation examples. This case study discusses how the North District (Rokko) used Machizukuri to impact the local government’s community plans and establish their own initiative in the 1990s.
