"City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. This summary was forwarded to the City Council and mayor for further evaluation and hopefully, approval.","In 2012, the City of Canada Bay Council proposed an innovative method of deliberative democracy  to obtain the advice of citizens in making decisions for the range and quality of council services for the period 2014-18. A preliminary analysis from the MacArthur Foundation said:
“This event was meant to create a distinctive opportunity for ordinary Americans – not professional economists, policy makers, or political officials – to deliberate about these momentous choices according to their own values”.

The National Town Meeting took place in 19 communities across the United States as well as 38 volunteer-organized “community conversations”. "Raymond, New Hampshire's Community Conversation: A Collaboration of Positive Raymond and New Hampshire Listens","mehs","The group Positive Raymond approached the University of New Hampshire's New Hampshire Listens program with a desire to host a constructive conversation about improving the town of Raymond. Positive Raymond is a community group composed of citizens and local business owners whose aim is to make Raymond a better place to live, work, and learn. New Hampshire Listens is a program run by the University of New Hampshire's Carsey Institute that works at the local and state level to facilitate and support public deliberation of complex, polarizing issues. Positive Raymond and NH Listens hosted a one day event where over 60 Raymond residents met to share their concerns and ideas for improving Raymond. As a result of these deliberations, four core recommendations were made including: a need for improved communication and civil discourse, a balanced approach to economic development and conservation, initiatives for positive media coverage and public relations related to the Raymond community, and the need for training local leaders to collaborate and communicate more effectively with the community.

"The Use of Machizukuri After the 1995 Earthquake (Kobe, Japan)","JoyousTerra","In January of 1995, greater Kobe, Japan experienced a high intensity earthquake called the Great Hanshin Awaji Earthquake. In March of 1995, the City of Kobe local government issued plans for “Designation of Land Readjustment and Redevelopment Areas.” These plans created controversy between the residents and the local government because the government made their decisions for rehabilitation without negotiating or consulting with the residents that the plans would impact. Machizukuri citizen groups were used as part of the Kobe rehabilitation process, such as in Rokko, Japan in the North District. Machizukuri has existed in Japan since the 1960s and was used to engage residents in bettering their own communities, and to engage in dialogue with the local government in order to create accountability. The Japanese term Machizukuri translates to mean ""town or community building process."" The essential pillars of Machizukuri were to bond, bridge, and link social capital; in other words, to create community unity, a multi- social sector network, and to get involved in government decision-making. Within this structure, the concept of a town meeting, deliberation, consensus building, negotiation, information and opinion sharing, and local leadership are also fundamental aspects of the best functioning citizen participation examples. This case study discusses how the North District (Rokko) used Machizukuri to impact the local government’s community plans and establish their own initiative in the 1990s. ","Background:In January of 1995, greater Kobe, Japan experienced a high intensity earthquake called the Great Hanshin Awaji Earthquake.  The damage extended into Kyoto, Osaka, and Hyogo.  Just in Hyogo alone, over 240,000 homes burned or collapsed as a...","Mon, 01/02/2012 - 12:23","Japan","No","","","Community Development, Environment, Planning (e.g. Urban planning, Transportation, etc.)","","Discussion, Dialogue, or Deliberation, Negotiate & Bargain, Express opinions/preferences only","Regional Government (e.g. State, Provincial, Territorial)","Consultation (i.e. to advise decision makers), Co-governance (i.e. to share decision making with public authorities), Collaborative delivery of services with public authorities, Raise public awareness, Community building (e.g. social capital)","Other","Deliberation","Local (e.g. Neighbourhood, City/Town, Metropolitan Area)","Community Based Organization, Individual","Local Government (e.g. Village, Town, City), Community Based Organization, Individual","No"
