"Geraldton 2029 and beyond: Developing civic deliberation and collaborative governance to co-create a sustainable future","Janette Hartz-Karp","Democratic governments need to increase their capacity for effective problem solving to address sustainability, the greatest challenge of our time, in a way that brings the people with them. Scientists have suggested we will be unable to effectively address our uncertain future without a ’new technology of cooperation’. This project utilises innovative techniques in civic deliberation and social media to strengthen democratic capacity in pursuit of resilience and sustainability (File 1). It mobilises citizens, government and industry in the Greater Geraldton City Region, to collaboratively develop and implement sustainability plans. Through a series of deliberations, some organised by decision-makers, others by community, ordinary citizens have opportunities to engage with scientific data, differing viewpoints and each other to develop local sustainability solutions. Focussed recruitment strategies ensure inclusion of marginalised groups, while random sampling ensures representation of diverse community views. The project purposefully creates opportunities for communities to deliberate and to develop a coherent voice, and to link that voice with decision-making processes so it is influential. The mutually reinforcing deliberative community and collaborative governance processes create a virtuous cycle’ that strengthens democratic behaviour by developing the awareness, capacity and willingness of both the community and government to work together towards common goals. This is a brief history not of a people or nation or place but of a relationship -- the relation of citizenship -- between a person and the state and how it changed from colonial times to the present. In the 1700s, citizenship meant active political participation in local government, showing up at meetings, debating, volunteering in local government. Over time, however, political participation declined to the point where Americans are essentially apolitical beings divorced from politics. Citizenship has narrowed to signify only a legal marker meaning membership in America. How did this change? And what does it mean? While students of history and politics as well as political activists may find this thinking particularly helpful, free people can benefit. "Legislative e-Democracia","Cristiano Ferri Faria","Legislative e-Democracia is driven by a belief that the lawmaking process can benefit from the convergence of political representation and citizen participation, in a virtuous cycle where one model strengthens the other. People in contemporary societies have very diverse interests, experiences, expertise and values. The great challenge in making social participation feasible is to find out how to take advantage of such diversity and incorporate it into the policy-making system. The engine behind e-Democracia is a ‘multiple participatory mechanism,’ a kind of electronic, permeable sponge that enables people to share their professional experience and expertise, express their personal and collective interests and values, and foster creative ideas in different forms and intensity, in all phases of the policy-making cycle. That participation may consider any contribution that citizens want to deliver, or are technically able to present. Some persons would be interested in merely discussing ideas (solutions) in public forums, whereas others can be engaged in drafting, simply uploading useful information to describe the problem or presenting arguments to support ideas. The National Conversation vision was that chemicals are used and managed in ways that are safe and healthy for all people. The project’s goal was to develop collaboratively an action agenda with clear, achievable recommendations that can help government agencies and other organizations strengthen their efforts to protect the public from harmful chemical exposures. "No to the Costanera Norte Coalition","christophersmith","The construction of the East West System (Costanera Norte), the first urban highway in the Metropolitan Region of Chile, was a complicated and time consuming process. This transpired during the implementation of environmental institutionalism which coincided additionally with the introduction private actors in the construction of public infrastructure through a concessions scheme. This conflict concerns citizen opposition against this project set under the banner of the coalition “No a la Costanera Norte” or “No to the Costanera Norte”.  This organization was put together by a group of affected citizen organizations.  After their initial immersion, there were accordingly modifications implemented to the project which partially favored the interests of the citizens organized in the coalition.  By the time the conflict was solved and the concession works were materialized, the coalition channeled its social capital and interests toward a sustainable city in through non-governmental organization City Lives (Organización No Gubernamental Ciudad Viva), which was able to establish itself as a respectable and visible citizen group recognized by political authorities, academics, and citizens up until today. This goes to show that through conflicts between citizens and state, legacy is ultimately a lesson for all actors involved, including those who are submitted to new ways of projecting and understanding the city and a state agency which should become responsible for more complicated scenarios concerning both the environment and a new conception of an active and demanding citizenry. The case is primarily about the development and implementation of a standard methodology that allows for a real appropriation of public space by citizens, developing urban spaces that are sustainable over time.

The main feature of the developed methodology is its flexibility which allows it to adapt to multiple projects and contexts. This can be seen from the description of the first four pilot applications of the methodology developed in the district of La Reina and their respective particularities. place in Jarabacoa, Dominican Republic administered by the World Bank Institute ICT4Gov division.  SMS, approved by the Jarabacoa Municipal 
Council, conveyed information regarding dates, times, and locations for meetings as 
well as a platform for citizens to vote directly for projects via SMS. A total of 4,223 
SMS were sent to 726 unique contacts.  World Bank Institute survey results show that SMS is a

"RAFAELA AGENDA ESTRATEGICA","lbrizio","La Agenda Estratégica Rafaela 2010 - 2016, es un proceso participativo para construir una visión compartida a largo plazo para la ciudad de Rafaela y una serie de recomendaciones para su desarrollo, teniendo como horizonte dos hechos emblemáticos en la historia de la Patria (Argentina), como el bicentenario de la Revolución de Mayo (1810), y la declaración de la independencia nacional (1816). Es un proceso que nace en el año 2008, del seno de la Municipalidad de Rafaela, a través de la Secretaría de Gestión y Participación como órgano técnico, y tiene como órgano ejecutor al Consejo Consultivo Social, que es un órgano integrado por las distintas instituciones de la ciudad. La primera etapa fue la de recolección de información y diagnóstico de las problemáticas presentes y futuras. Con aquella documentación se establecieron 5 ejes de acción, desde los cuales se realizaron diversos talleres ciudadanos, conferencias, mesas de trabajo, entre otras actividades, junto a instituciones de la sociedad civil, funcionarios, facilitadores y ciudadanía en general. Luego de las actividades se realizaron conclusiones que se registran en informes. En cada eje de acción se realizó un informe que permite observar cuáles son las problemáticas presentes a trabajar, los lineamientos a futuro, y una serie de recomendaciones. 
Desde el año 2010 la Agenda comienza a funcionar y crear outputs a través de diversas actividades, obras y proyectos correspondientes a los ejes y lineamientos trazados durante la etapa de elaboración.

Positive Raymond is a community group composed of citizens and local business owners whose aim is to make Raymond a better place to live, work, and learn. New Hampshire Listens is a program run by the University of New Hampshire's Carsey Institute that works at the local and state level to facilitate and support public deliberation of complex, polarizing issues. Positive Raymond and NH Listens hosted a one day event where over 60 Raymond residents met to share their concerns and ideas for improving Raymond.
