"A Deliberative Poll on Education Policy in Northern Ireland","nibleys","Before making the education policy adjustments which had become essential due to low pupil turnout, the Department of Education in Northern Ireland sought to pay attention to the views of the parents. The goal was to create the required new rules within an atmosphere of cooperation. To attain this cooperation, a deliberative poll was held in Omagh, Northern Ireland in January 2007. 565 randomly selected parents were polled and then invited to Omagh College for a day of deliberation. 127 participants were given briefing materials on education policy. Parents engaged in small group discussions which were controlled by moderators, while at the same time a panel of experts answered their questions. Following the deliberative process, the parents were polled again to see how their opinions had changed.","SummaryBefore making the education policy adjustments which had become essential due to low pupil turnout, the Department of Education in Northern Ireland sought to pay attention to the views of the parents. "City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. This summary was forwarded to the City Council and mayor for further evaluation and hopefully, approval.","In 2012, the City of Canada Bay Council proposed an innovative method of deliberative democracy  to obtain the advice of citizens in making decisions for the range and quality of council services for the period 2014-18. A key element of this project is the involvement of members of society into the research on innovative treatments of arthritis. We will set up a two-way dialogue at eye level between patients / citizens and leading European scientists in three European countries (Germany, Switzerland, Ireland). In the so-called patient and citizen panels (about 3 to 4 days) participants are first introduced to the field of innovative research on arthritis through expert presentations and a hearing with experts selected by the participants. In a second step, participants negotiate about this input and then compile patient-/ citizen-reports supported by independent facilitators. Therefore, the main objective of this work package is to discuss the chances, risks and ethical aspects of innovative arthritis treatments with lay people and to develop communication strategies to provide clinics, interested companies as well as the media and a broader public with balanced, professionally developed and scientifically sound information.
<!--break-->
Two main questions will be answered by the dialogue measures:
<!--break-->
1) What do lay people (patients / citizens) want to know about GAMBA? What are their associations with GAMBA? What specific topics are they interested in from their special point of view as concerned patients / interested citizens?<!--break-->
2) What are lay people’s recommendations to the scientific world, to regulators, industry and media regarding the chances, risks, ethical/social aspects of GAMBA?

Using these partisan sources, their own values and third party research, the panel members deliberate on the pros and cons of these propositions and equally communicate every viewpoint on the matter. The OCIR is funded entirely through charitable grants and doesn’t accept any money from corporations and the like. Measure 82 would amend the Oregon state constitution to allow privately-owned, non-tribal casinos to exist, under certain regulations. It proposes that 25% of all revenue gathered in these casinos will go to state funds with specific purposes in mind. "Participatory Decentralization in Montevideo","wenger1989","Participatory decentralization is the process of handing out legitimate political authority to the citizens. It contributes to democratization by bringing the government ‘closer to the people’, imparting the citizens with political knowledge through their participation in local management, and making the government more accountable. [1]

Frente Amplio-Encuentro Progresista (FA-EP), the ruling political party in Montevideo, Uruguay, implemented this program in 1990 after winning the 1989 election. The program entails the transference and distribution of social, political and economic power, allowing citizens to make decisions on matters of interest to the community. The idea is to “transform the state-society relationship, creating a new public space where issues crucial to the quality of the lives of the great majorities, are discussed”. [4] Participatory decentralization remains a key element of Montevideo’s political system today.

"What's Next California? Deliberative Poll (Torrance, California)","sidotij","“What’s Next California?” was a Deliberative Poll that took place in Torrance, California from June 24th to June 26th, 2011. It was California’s first ever statewide Deliberative Poll, and was conducted by the inventor of the Deliberative Poll itself, Dr. James Fishkin, and his team of collaborators. The turnout was outstanding, with the participation of 412 registered voters gathered from around the state through a scientifically selected random sample. The idea for this Deliberative Poll stems from the mountain of controversy surrounding California’s governance, at both state and local levels. The intention was to engage Californians and introduce them to the deliberative process, as well as to produce substantive results that can be used by reform groups to potentially impact the future of California. The Poll involved three waves of questionnaires – one via telephone, one upon arrival in Torrance, and one upon departure – touching on four key issues: The statewide initiative process, legislative representation, local government, and tax and fiscal policy.
