"Citizens' Dialogue on the Future of Health Care in Canada","richards1000","The Citizens' Dialogue on the Future of Health Care in Canada was a series of 12 citizens' deliberations -- involving 489 Canadian citizens and held from January-March 2002 -- about Canadian public health care policy. The deliberations were organized by the Commission on the Future of Health Care in Canada, the Canadian Policy Research Networks, and Viewpoint Learning. The deliberations employed Viewpoint Learning's Choicework Dialogue method. In June 2002 the Commission published a report describing the results of the deliberations. The report was one of several reports that contributed to the Canadian national health care policy debate. Canadian governments responded to that debate with the 2003 First Ministers' Accord on Health Care Renewal.","Problems and PurposeIn the late 1990s several policy issues concerning the Canadian public health care system became the subject of public debate in Canada. "CommonGround: The First Five Years: A Dialogue on Early Childhood in New Mexico","richards1000","CommonGround: The First Five Years: A Dialogue on Early Childhood in New Mexico, was a project organized by Viewpoint Learning to hold public deliberations -- on the topic of early childhood development and education -- among leaders and citizens of the U.S. state of New Mexico. The deliberations were intended to demonstrate a new mode of policy communication between citizens and civic leaders, and to create guidelines that could inform changes to early childhood development and education policy in New Mexico, changes intended to foster improved social outcomes for New Mexico's children. The deliberations used the methods of Strategic Dialogue, Choice-Dialogue, and Stakeholder Dialogue. The project was funded by the W.K. "GAMBA patient and citizen panels","ScienceDialogue.de","Patient and Citizen Panels in three countries
<!--break-->
A key element of this project is the involvement of members of society into the research on innovative treatments of arthritis. We will set up a two-way dialogue at eye level between patients / citizens and leading European scientists in three European countries (Germany, Switzerland, Ireland). In the so-called patient and citizen panels (about 3 to 4 days) participants are first introduced to the field of innovative research on arthritis through expert presentations and a hearing with experts selected by the participants. In a second step, participants negotiate about this input and then compile patient-/ citizen-reports supported by independent facilitators. Therefore, the main objective of this work package is to discuss the chances, risks and ethical aspects of innovative arthritis treatments with lay people and to develop communication strategies to provide clinics, interested companies as well as the media and a broader public with balanced, professionally developed and scientifically sound information.
<!--break-->
Two main questions will be answered by the dialogue measures:
<!--break-->
1) What do lay people (patients / citizens) want to know about GAMBA? What are their associations with GAMBA? What specific topics are they interested in from their special point of view as concerned patients / interested citizens?<!--break-->
2) What are lay people’s recommendations to the scientific world, to regulators, industry and media regarding the chances, risks, ethical/social aspects of GAMBA?

"Oregon Citizen's Initiative Review - Measure 82","nikamar5","The Oregon Citizen’s Initiative Review is a panel of ordinary registered voters who receive information from opponents and proponents of statewide legislative initiatives. Using these partisan sources, their own values and third party research, the panel members deliberate on the pros and cons of these propositions and equally communicate every viewpoint on the matter. When they conclude deliberations, they issue a Citizen’s Statement, their personal recommendation for course of action, which is printed into the Voter’s Guide that is sent out just prior to each election. The OCIR is funded entirely through charitable grants and doesn’t accept any money from corporations and the like. Measure 82 would amend the Oregon state constitution to allow privately-owned, non-tribal casinos to exist, under certain regulations. It proposes that 25% of all revenue gathered in these casinos will go to state funds with specific purposes in mind. It goes hand-in-hand with Measure 83, which specifically instates a private casino on Multnomah Greyhound Park in Wood Village, a smaller community east of Portland. "Use of Delphi Method to Develop a Horse Control Strategy","brydon","The rural area surrounding Penticton, British Columbia, Canada is invaded each winter by herds of roaming horses. Some of the horses belong to members of the neighboring Penticton Indian Band; however, ownership, jurisdiction, a responsibility for the problem has been disputed for decades. This report describes the use of a Delphi-based approach to engage the public in the search for a solution. Two distinct Delphi surveys were deployed: The first was directed at eliciting fundamental objectives for the overall decision process. It was not clear at the outset, for example, whether residents were concerned about the horses themselves or whether they would be willing to incur costs to address the problem. The second Delphi survey was conducted to elicit possible solutions consistent with the fundamental objectives identified in the first Delphi. Roaming horses is a novel problem with no well established government responses. Accordingly, the second Delphi was meant to elicit creative ideas from a range of residents with diverse backgrounds and experiences.

The experiment shows that (a) web-based survey techniques can be used to conduct relatively large-scale Delphi surveys and (b) some learning within the Delphi panel did occur during the multiple rounds of the survey. This learning is evidenced by reduction in variance around means and some reduction in bi-modality.","Problems and Purpose The purpose of this document is to summarize the results of an exercise in small-scale, intensive public consultation regarding the problem of roaming horses on the West side of Okanagan Lake above Penticton.  A Delphi approach using...","Tue, 03/12/2013 - 10:02","Canada","No","","","Other","academic researcher/politician","Discussion, Dialogue, or Deliberation, Express opinions/preferences only, Other","Local Government (e.g. Village, Town, City), Academic Institution","Consultation (i.e. to advise decision makers), Raise public awareness, Community building (e.g. social capital), Develop individual capacities (e.g. skills, learning)","Open to all with targeted recruitment","Delphi Method","Local (e.g. Neighbourhood, City/Town, Metropolitan Area)","Local Government (e.g. Village, Town, City)","Academic Institution","Yes"
