"City of Canada Bay Council Citizens' Panel","kimfaubion","In 2012, the Canada Bay Council members decided that the future interests of the people that reside in the city, best lay, not in the hands of politicians, but in the hands of its own citizens. With this in mind, the Canada Bay Council partnered with numerous groups such as Straight Talk and newDemocracy to create a panel of 36 randomly chosen individuals that was responsible for making the best decisions for the society as a whole. 1,500 surveys were created and distributed from the Council to citizens from the electoral roll, which is where the 36 random individuals were chosen. The panel met on 5 different occasions across a 2 ½ month period and was responsible for evaluating city services and creating a new system that included a projected 4-year plan with a $300 million budget. In more detail, the panel reviewed the standard and level of discretionary and mandatory services, as well as funding mechanisms. As a group, the panel was successfully able to identify services that were previously overlooked by the Council, reduced a number of overused services, recognized a shortage in funding for long-term maintenance and most importantly, found some new sources of revenue. All of these results were packaged together in a 45-page summary with further evaluations of the Council’s current operations. The summit is divided into three phases, the first of which started in July of 2011 with an estensive online survey to gather what Beligians felt were the pressing issuesfacing their democracy. Deliberative Poll (Torrance, California)","sidotij","“What’s Next California?” was a Deliberative Poll that took place in Torrance, California from June 24th to June 26th, 2011. It was California’s first ever statewide Deliberative Poll, and was conducted by the inventor of the Deliberative Poll itself, Dr. James Fishkin, and his team of collaborators. The turnout was outstanding, with the participation of 412 registered voters gathered from around the state through a scientifically selected random sample. The idea for this Deliberative Poll stems from the mountain of controversy surrounding California’s governance, at both state and local levels. The intention was to engage Californians and introduce them to the deliberative process, as well as to produce substantive results that can be used by reform groups to potentially impact the future of California.
