"Geraldton 2029 and beyond: Developing civic deliberation and collaborative governance to co-create a sustainable future","Janette Hartz-Karp","Democratic governments need to increase their capacity for effective problem solving to address sustainability, the greatest challenge of our time, in a way that brings the people with them. Scientists have suggested we will be unable to effectively address our uncertain future without a ’new technology of cooperation’. This project utilises innovative techniques in civic deliberation and social media to strengthen democratic capacity in pursuit of resilience and sustainability (File 1). It mobilises citizens, government and industry in the Greater Geraldton City Region, to collaboratively develop and implement sustainability plans. Through a series of deliberations, some organised by decision-makers, others by community, ordinary citizens have opportunities to engage with scientific data, differing viewpoints and each other to develop local sustainability solutions. Focussed recruitment strategies ensure inclusion of marginalised groups, while random sampling ensures representation of diverse community views. The project purposefully creates opportunities for communities to deliberate and to develop a coherent voice, and to link that voice with decision-making processes so it is influential. The mutually reinforcing deliberative community and collaborative governance processes create a virtuous cycle’ that strengthens democratic behaviour by developing the awareness, capacity and willingness of both the community and government to work together towards common goals. This is a brief history not of a people or nation or place but of a relationship -- the relation of citizenship -- between a person and the state and how it changed from colonial times to the present. In the 1700s, citizenship meant active political participation in local government, showing up at meetings, debating, volunteering in local government. Over time, however, political participation declined to the point where Americans are essentially apolitical beings divorced from politics. Citizenship has narrowed to signify only a legal marker meaning membership in America. How did this change? And what does it mean? While students of history and politics as well as political activists may find this thinking particularly helpful, free people can benefit. The case is primarily about the development and implementation of a standard methodology that allows for a real appropriation of public space by citizens, developing urban spaces that are sustainable over time.

The main feature of the developed methodology is its flexibility which allows it to adapt to multiple projects and contexts. Deliberative Poll (Torrance, California)","sidotij","“What’s Next California?” was a Deliberative Poll that took place in Torrance, California from June 24th to June 26th, 2011. It was California’s first ever statewide Deliberative Poll, and was conducted by the inventor of the Deliberative Poll itself, Dr. James Fishkin, and his team of collaborators. The turnout was outstanding, with the participation of 412 registered voters gathered from around the state through a scientifically selected random sample. The idea for this Deliberative Poll stems from the mountain of controversy surrounding California’s governance, at both state and local levels.
