The summit is divided into three phases, the first of which started in July of 2011 with an estensive online survey to gather what Beligians felt were the pressing issuesfacing their democracy. It continued in with a meeting of 1,000 Belgian residents on November 11, 2011 to discuss these issues gathered from the survey.
