This is a brief history not of a people or nation or place but of a relationship -- the relation of citizenship -- between a person and the state and how it changed from colonial times to the present. In the 1700s, citizenship meant active political participation in local government, showing up at meetings, debating, volunteering in local government. Over time, however, political participation declined to the point where Americans are essentially apolitical beings divorced from politics. Citizenship has narrowed to signify only a legal marker meaning membership in America. How did this change? And what does it mean? While students of history and politics as well as political activists may find this thinking particularly helpful, free people can benefit. Using these partisan sources, their own values and third party research, the panel members deliberate on the pros and cons of these propositions and equally communicate every viewpoint on the matter. When they conclude deliberations, they issue a Citizen’s Statement, their personal recommendation for course of action, which is printed into the Voter’s Guide that is sent out just prior to each election. "Raymond, New Hampshire's Community Conversation: A Collaboration of Positive Raymond and New Hampshire Listens","mehs","The group Positive Raymond approached the University of New Hampshire's New Hampshire Listens program with a desire to host a constructive conversation about improving the town of Raymond. Positive Raymond is a community group composed of citizens and local business owners whose aim is to make Raymond a better place to live, work, and learn. New Hampshire Listens is a program run by the University of New Hampshire's Carsey Institute that works at the local and state level to facilitate and support public deliberation of complex, polarizing issues. Positive Raymond and NH Listens hosted a one day event where over 60 Raymond residents met to share their concerns and ideas for improving Raymond.
