This is a brief history not of a people or nation or place but of a relationship -- the relation of citizenship -- between a person and the state and how it changed from colonial times to the present. In the 1700s, citizenship meant active political participation in local government, showing up at meetings, debating, volunteering in local government. Over time, however, political participation declined to the point where Americans are essentially apolitical beings divorced from politics. Citizenship has narrowed to signify only a legal marker meaning membership in America. How did this change? And what does it mean? While students of history and politics as well as political activists may find this thinking particularly helpful, free people can benefit. "Law-making 2.0 by Wikivote (Russia)","yarmakhov","In April 2010 Wikivote was approached by the Russian Ministry of Education with a request to develop a crowdsourcing platform for evaluating and editing the draft for the new Law on Education. This task was fulfilled according to the approach discussed above. For testing the model we used the chapter ""General education"". Our goal was to invite Russian experts, teachers and parents to an in-depth analysis of the Law, evaluating and discussing its overall concept and items, soliciting ideas for improving statements of the law and making new suggestions.

The Law on Education is a major discussion  issue in the Russian political life. The quality of education in Russia is one of the major concerns as the vast majority of Russian families have K-12 students. Most discussed issues, such as mandatory graduation testing, religious education and deteriorating quality of public school education are highly debated. We assumed that the community for discussing the subject is very broad and set no limitations on age, affiliation or status of participants. Our approach to lawmaking is quite different from the existing practice, in which access to creating and making amendments to laws is granted only to a very limited group of ""experts"", whose expertise is mainly based only to their proximity to the governing bodies. This corresponds with previous research which showed that maximum results are received in crowdsourcing campaigns where certain level of the participants' knowledge of the field is combined with their diversity.

The text of the draft Law was decomposed into 11 articles and 71 items. Each item became a subject to discussion and improvement.  Each item of the Law was posted on the site as a separate page. Upon registration users could make a vote in favor or against the draft, comment on it or suggest their own versions, which was done as a result of saving a previously edited version of an item under the user's name. User created item versions were also commented and evaluated.

Then, potential participants were invited, for which purpose we used expert mailing lists and social networks. We did not try to solicit a vast number of potential contributors; a right balance between the number, expertise and diversity of the ""crowd"" was essential. During the testing period in May - August 2010 512 users joined the community and participated in discussing and evaluating the Law. "No to the Costanera Norte Coalition","christophersmith","The construction of the East West System (Costanera Norte), the first urban highway in the Metropolitan Region of Chile, was a complicated and time consuming process. This transpired during the implementation of environmental institutionalism which coincided additionally with the introduction private actors in the construction of public infrastructure through a concessions scheme. This conflict concerns citizen opposition against this project set under the banner of the coalition “No a la Costanera Norte” or “No to the Costanera Norte”.  This organization was put together by a group of affected citizen organizations.  After their initial immersion, there were accordingly modifications implemented to the project which partially favored the interests of the citizens organized in the coalition.  By the time the conflict was solved and the concession works were materialized, the coalition channeled its social capital and interests toward a sustainable city in through non-governmental organization City Lives (Organización No Gubernamental Ciudad Viva), which was able to establish itself as a respectable and visible citizen group recognized by political authorities, academics, and citizens up until today. This goes to show that through conflicts between citizens and state, legacy is ultimately a lesson for all actors involved, including those who are submitted to new ways of projecting and understanding the city and a state agency which should become responsible for more complicated scenarios concerning both the environment and a new conception of an active and demanding citizenry. "Participation for sustainable environmental development and social integration in public spaces in the commune of la Reina","christophersmith","This article presents an interesting case of urban planning with citizen participation developed in Santiago, Chile. The case is primarily about the development and implementation of a standard methodology that allows for a real appropriation of public space by citizens, developing urban spaces that are sustainable over time.

The main feature of the developed methodology is its flexibility which allows it to adapt to multiple projects and contexts. This can be seen from the description of the first four pilot applications of the methodology developed in the district of La Reina and their respective particularities.
