Dieser Fall ist ein randomisierter Feldversuch, welcher die Unterschiede bezüglich Entscheidungsfindung und Legitimität zwischen Bürgerversammlung und plebiszitären Entscheidungsfindungsmethoden (des direkten Wählens) untersucht. Der Experimentator Benjamin Olken hat diese Frage im Kontext von Entscheidungsfragen bezüglich Infrastruktur-Investitionen in indonesischen Dörfern untersucht.

e-Deliberation is an online enabling technology for collaborative decision and strategy making by the persons who have the expertise or are impacted by the focus of the e-Deliberation. It provides the thinking process and platform to tie it all together.

Problems and Purpose

e-Deliberation targets difficult, complex or wicked problems that have multiple stakeholders each with their varied interests, preoccupations and goals. The e-Deliberation thinking process yields a multifaceted resolution which tends toward full participant consent.

Participatory Budgeting (PB) is a process implemented in the 1990s where residents of certain regions can influence how their governments' annual budgets are allocated. After the collapse of its authoritarian regime in the mid 1980s, Brazilians implemented reforms to bolster their economic and political futures through participatory methods. These new democratic practices drastically improved the lives and social infrastructure of its participants.

In 2012, the City of Canada Bay Council proposed an innovative method of deliberative democracy  to obtain the advice of citizens in making decisions for the range and quality of council services for the period 2014-18. With this in mind, the Canada Bay Council partnered with  groups such as Straight Talk and newDemocracy to create a panel of 36 randomly citizens. This group worked in parallel to a randomly selected group of council staff.

Oregon Citizens’ Initiative Review Measure 85 is a ballot initiative examined by the Oregon Citizen’s Initiative Review Commission in Oregon State. Citizens’ Initiative Review of Ballot Measure 85 is a proposal titled “Amends Constitution: Allocates Corporate Income/Excise Tax ‘Kicker’ Refund To Additionally Fund K Through 12 Public Education” (Healthy Democracy). A panel of 24 registered voters from Oregon gathered at the Salem Conference Center in Salem, Oregon to deliberate and evaluate Ballot Measure 85.

Proposition 31 was a ballot measure created by California Forward and voted on by the people of California during the General Election held on November 6, 2012. Proposition 31 called for changes to the state budget, and for any legislation to be published three days before it was voted on, among other things. Proposition 31 was defeated by a vote of over 60% to under 40%, but was a good step in the right direction regarding budget reform in California.
