Definition

An online consultation or e-consultation is the use of electronic computing and communication technologies in consultation processes. Online consultations can be effective tools in encouraging participation and gathering responses to consultation documents and social policy issues as part of a broader range of methodologies. This form of participation has no minimum or maximum amount of individuals who can participate. It also usually allows participants the freedom of selecting what time to engage in participation and how often.

Summary

The case study features online consultations and in person hearings intended to reform the mental health, mental illness and addiction services in the Canadian healthcare system. The study, conducted by The Standing Senate Committee on Social Affairs, Science and Technology, includes four reports. The final report made 118 recommendations to reform the mental health and illness and addiction services.

The Year of Civil Discourse on Israel was a year long initiative organized by the Jewish Community Relations Council of San Francisco, The Peninsula, Marin, Sonoma, Alameda, and Contra Costa Counties. The Initiative was designed to foster discussion and community building among the Bay Area Jewish Community over disagreements regarding the Israel-Palestine conflict. From December 2010 to December 2011 a number of events were held to help tackle this issue, such as facilitator training sessions and book and movie reviews.

Problems and Purpose

Occupy Vancouver, during the occupation of the Vancouver Art Gallery last fall, needed to implement a consensus-based decision making process in order for the encampment to function in a fair and inclusive manner. The General Assembly and it's processes were developed by consensus for this pourpose.

This case was put on by By the People in conjunction with The Center for Deliberative Democracy, where 317 citizens from Michigan state participated in a deliberative poll in November 2009. The three day event was made into a NewsHour program and was broadcasted by PBS throughout Michigan on January 2010.
