"Fake public participation is widespread in United States government and in governments all over the world. Since fake public participation undermines true public participation, good government advocates should work to deter it.
Fake participation occurs when governments seek the democratic legitimacy but not the accountability that comes with public participation. Fake participation allows politicians to say, "I gave you an opportunity to speak on this legislation--and you didn't take it." [My version of this "false lights" syndrome is about the "4 Is"; Invite, Involve, Inform, and Ignore. --bdt]
