Problems and Purpose
An exemplary development plan was prepared with participation of distinct people and organizations under leadership and coordination of the municipality, starting from January 2010. Sariyer Development Action Plan (SDAP) is the first development in Turkey prepared on the district level on the basis of broad participation. The starting point were the questions “What kind of a city do we want?” and “How can this be achieved?”, and answers to these questions were sought over a period of six months including a three-day public consultation and topic-specific working-group meetings. Participation of people and their continued support is vital for implementation and success of the plan, as it was the case for its preparation.
