A cross-section of citizens were gathered in order to deliberate the city of Rottweiler's plans for a suspension bridge. The dialogue group formulated recommendations for the municipal council, and a referendum on the bridge passed with about 72 percent of valid votes cast.

Participant Recruitment and Selection
50 randomly selected citizens were invited to participate in the process with the investor, representatives of the residents, the municipal council, the administration and authorities; 15 places were provided for this. [1] In this way, if there were more interested parties, the lot would decide; if fewer people signed up to participate in the dialogue process, other citizens would be invited. [1]
