The Wallonië Citizens’ Assembly on Air Climate Energy Plan (PACE) was made up of 50 randomly selected locals. They took part in 15 virtual meetings between March and May 2021.

Problems and Purpose

A Wallonië citizen panel of 50 members was set up. During 13 meetings between March and May 2021, the panellists exchanged and debated the measures to be implemented in order to achieve -55% of greenhouse gases (GHG) by 2030 compared to the GHG emitted in 1990.

Background History and Context

The Air Climate Energy Plan is part of the implementation of the Climate Decree of February 19, 2014. This establishes objectives for the reduction of greenhouse gas emissions by 2030 and 2050. By setting a A transparent and long-term climate, energy and ambient air quality policy, the decree makes it possible to create a clear framework and thus secure our economy by ensuring the development of markets in the field of renewable energy and energy efficiency, and production techniques that respect the environment, generating energy savings and jobs. 

Organizing, Supporting, and Funding Entities

The citizen panel was sponsored by Wallonia Government.

Participant Recruitment and Selection

5,000 randomly selected households received an invitation letter. Based on the 163 responses received, around 60 people were confirmed after showing their interest in the process and their availability. This group was then reinforced by the search for citizens from underrepresented groups: the digitally remote, young people, farmers, marginalized populations.

Influence, Outcomes, and Effects

At the end of the consultation of the panelists, a report illustrating their common position and summarizing all the recommendations was drafted. The report will be analyzed and quantified with a finer granulometry by experts from the Walloon administration, then it will be used by the Walloon government during its PACE revision work.
