The citizen panel for more climate protection in Lublin met on six weekends, between April and June 2018. 60 randomly selected people together with experts were looking for an answer to the question of what to do to breathe clean air.

Problems and Purpose

Currently, the main action taken by the City of Lublin in order to reduce the amount of air pollution is the Low Emission Reduction Program (PONE) , which was launched in 2013 and enjoys a growing interest in Lublin. 

Background History and Context

For years, Lublin has been focusing on modern, low-emission public transport. In 2011-2014, the city purchased 100 modern , low-floor buses that meet the stringent Euro 6 exhaust gas purity standard, and 70 trolleybuses that can also drive on streets over which trolleybus traction is not suspended. Additionally, as part of the tenders organized by the ZTM in Lublin, carriers were required to have vehicles meeting the latest exhaust emission standards for the operation of communication lines, thanks to which 51 brand new buses were launched on the streets of Lublin.. The purchase of rolling stock and outsourcing of transport services with modern bus fleet made it possible to withdraw the oldest vehicles from traffic. In addition, the first electric bus was put into service in 2015.

Participant Recruitment and Selection

A draw was held from among 12000 residents who express their interest in participating in the panel, broadcast online on March 28. On its basis, 60 panellists and panellists, as well as 12 reserve people, were randomly selected.

Methods and Tools Used

What Went On: Process, Interaction, and Participation

The residents of the city, drawn in two stages, met for 6 Saturdays to delve into the subject of the panel with the substantive support of experts, and then discuss and jointly select recommendations to improve air quality in Lublin.

Influence, Outcomes, and Effects

The panellists had about 250 recommendations in the field of heating, transport, space planning, greenery, procedures and educational and information activities. 55 of them received support from 80% of the panellists . Pursuant to the agreement concluded with the participants of the panel, Krzysztof Żuk, the Mayor of Lublin City, presented them with suggestions of ways to implement the recommendations one month after voting. Most of the panelists took part in the meeting. During the presentation, there was a discussion detailing the ways of implementing the recommendations.
