Spain's climate assembly brought together 100 randomly selected residents from across Spain's society between October 2021 and May 2022, to figure out what action the Spanish government could do to safeguard the environment, health and safety of the population. citizenship.

Problems and Purpose

On January 21, 2020, the Council of Ministers approved the declaration of the Climate and Environmental Emergency in Spain, in line with the general consensus of the scientific community, which calls for urgent action to safeguard the environment, health and safety of the population. citizenship. The objective of the climate assembly is to establish a social dialogue on the major issues involved in the ecological transition, around the question that will be the first mandate of the Assembly.

Background History and Context

Spain believes Climate change is the greatest challenge facing humanity, with devastating and far-reaching impacts on people, the environment and the economy. It affects all regions of the world and all sectors of society. But it is also an agenda of great opportunities, an agenda of progress, social justice and protection of our natural capital. In the face of the climate emergency that we are experiencing, the answer is known and it is to achieve decarbonized and more resilient societies. Science calls for an unprecedented economic and social transformation that requires an informed society, a change in production and consumption models, and in people's behaviours and habits.

Methods and Tools Used

The Assembly deliberated on what solutions and changes are necessary to make a safer and more carbon-neutral Spain a reality.

What Went On: Process, Interaction, and Participation

The Assembly is configured as a forum for citizen participation, a participatory deliberative exercise to generate reflection, and collective knowledge, and that allows citizens to inform themselves, deliberate and generate consensus on what should be the solutions to the great transformations that it is necessary to undertake to achieve climate neutrality before the year 2050 and to make a country more resilient to the impacts of climate change, all in a fair and supportive manner.

Influence, Outcomes, and Effects

The Citizen Assembly for Climate (ACC) has approved 172 recommendations to achieve a fairer and safer Spain against climate change in the sixth session, held in Madrid this weekend. During this session, the Assembly has elected a group of 12 spokespersons who will present the recommendations to the Government and Congress.
