Problems and Purpose
The COVID-19 pandemic hit Catalonia during a period of institutional strain, exposing structural weaknesses in the economy, social services and public administration. In June 2020 the Government of Catalonia created an independent task force of civil-society experts, the Grup de Treball Catalunya 2022, and charged it with producing a practical roadmap to reactivate the country. The resulting report, «Catalunya 2022 - RESET: Crida per reactivar el país» (Call to reactivate the country), published in 2021, organizes its proposals into 3 spheres, 12 goals and 91 concrete actions covering society, the economy and the public sector.
Background History and Context
The task force was created by government decree ACORD GOV/69/2020 of 2 June 2020, and its 30 members were appointed by a subsequent government resolution; both were published in the DOGC, the official gazette of the Government of Catalonia. Members were drawn from different sectors of civil society, and the group worked through 2020 and 2021, during the pandemic itself.
Organizing, Supporting, and Funding Entities
The initiative was convened by the Government of Catalonia (Generalitat de Catalunya), which created the task force and appointed its members. The task force operated as an independent expert group, and the report is authored by the group itself rather than by the government.
Participant Recruitment and Selection
The 30 members were appointed by name through an official government resolution. Beyond its own deliberations, the task force consulted additional individuals and organizations; the published document credits both the consulted persons and the consulted organizations.
Methods and Tools Used
Expert working group with external consultations. The output is a structured strategic plan: 3 spheres, each broken into goals (12 in total) and concrete actions (91 in total), with each action described and justified.
What Went On: Process, Interaction, and Participation
The task force deliberated and consulted through 2020 and 2021 and published the full document in June 2021, simunonical version), Spanish and English, together with an executive summary and presentation materials.
Influence, Outcomes, and Effects
The report was delivered as a public document addressed to Catalan institutions and society. In 2026 it was republished as an open digital edition: a trilingual website (2022.cat) with the full text under a Creative Commons BY 4.0 license, a permanent
archival deposit with a DOI at Zenodo, and a remote Model Context Protocol (MCP) server (mcp.2022.cat) that makesAI assistants. A formal assessment of policy uptake by public institutions has not been conducted by thesubmitters of this entry.
Analysis and Lessons Learned
The 2026 digital republication illustrates one path for extending the useful life of expert civic reports beyond le: open licensing, permanent archival identifiers, and machine-readable access for AI systems.
