The object of the process is the sharing of a collaboration agreement for the implementation and development of the Faenza Apennine Landscape Ecomuseum. The project does not seem at all controlled by the guarantee technician in charge of this task by regional law 3/10.

Problems and Purpose

The object of the process is the sharing of a collaboration agreement (definition of: objectives, criteria, actions, tools, roles and responsibilities) for the implementation and development of the Eco-museum of the Faenza Apennine landscape. General objectives: & nbsp;

  1. support the community in its being an active part of a proposal for a new model of development of the territory centered on the promotion of sustainable tourism, on the safeguarding of local traditions, on the enhancement of identity heritage (ecomuseum); & nbsp;
  2. enhance the organized realities active in the fields of education, culture, environmental protection, sustainable development, promotion of the territory;
  3. spread the knowledge of the territory and the development of a sense of belonging among local populations; & nbsp;
  4. promoting environmental and cultural excellence by providing citizens with the tools to "know and interpret" the meaning of environmental and social sustainability (Link 2).

Specific results:

"Drafting of the" atlas "of the heritage of the community of Riolo Terme, a container of information, documents, images concerning the territory and its heritage, a tool that not only takes the form of a mirror of knowledge of the territory and its identity, but it also becomes a point of reference for the development in the Riolese territory of activities that characterize the Ecomuseum "(Atlantide, 2017, p. 7)

"Establishment and activation of several groups of active citizens involved in giving substance to the Ecomuseum and participating in its development" (Ib.). & nbsp;

Background History and Context

“Riolo Terme is a spa town of just over 5,700 inhabitants. The Riolese territory is part of the Mountain Community of the Faentino Apennines of the agricultural region of the “Collina del Senio e del Lamone” and of the Romagna Gypsum Vein Park. The city is located a few kilometers from the Via Emilia, between Imola and Faenza, and is surrounded by the greenery of the Apennines which from Romagna already slopes towards Tuscany. Riolo Terme has its main attractions in its historical, environmental, food and wine riches and above all in its precious thermal waters whose properties were already renowned in Roman times. The center, gathered around the perfectly preserved fourteenth-century fortress, offers the suggestions of an agglomeration born inside the walls, in ancient times to defend the town. [...] BBC journalist Derek Wilson describes Riolo Terme in one of his articles: "a landscape that I have not seen in other parts of Italy and that I discovered with pleasant surprise and also a slight concern for the primordial beauty of calanchi, the imposing stratifications of the Vena dei Gessi and those dug by the Senio that recall the creation of the world and that give a feeling of strength and at the same time of great peace and tranquility. But this is only one of the many contradictions that this land reveals. For example? A strong presence of medieval towers and fortresses that recall a war past, and at the same time a sense of serenity and quiet. Like the mighty Rocca di Riolo and the walls, from which you can enjoy a splendid landscape, which in turn reveals the great work of man in a relationship of non-conflict with nature, but the countryside also reveals a past of great efforts that suggest a strong cuisine. And instead discover light and refined dishes, thanks to the use of aromatic herbs, dishes accompanied by an explanation of the ingredients and preparation, as I have seen done only in certain oriental countries "(Ib., P. 4-5). & Nbsp; < / p>

The first steps towards the Ecomuseum.

"In October 2006 the Landscape Museum of the Faenza Apennines was born in Riolo Terme, housed in what is perhaps the element that, par excellence, makes Riolo recognizable by all: its Rocca . The Museum is an important center of studies, discoveries and activities in continuous evolution, a Museum of the Territory and at the same time an information, documentation, conservation and enhancement point of the historical memory of the place. It is a museum of time and space: of time because the structure, as a testimony of a historical period, is able to evoke the Middle Ages, transmitting emotions and knowledge; of space because it represents the territory as a whole, an asset to be preserved and communicated, with all the expressions and signs of work settled over the centuries. Since 2010 it has been a "Museum of Quality", that is, a museum recognized by the Emilia-Romagna Region on the basis of quality standards and objectives pursuant to the L.R. 18/2000. In December 2011, a section dedicated to the Ark of Memory was inaugurated inside the Museum, a documentation center dedicated to the Vena del Gesso Romagnola Park (the environment of greatest naturalistic value in the territory of the Faenza Apennines). It is a collection of the memories of exceptional witnesses of the Vena territory: its inhabitants. From an idea of Professor Stefano Piastra (Associate Professor at the Alma Mater Studiorum University of Bologna, Department of Education Sciences), developed by him together with the director Thomas Cicognani, a database of extraordinary documentary, historical interest was born. human, which collects the memories of the protagonists of the history of the Vena del Gesso. Moments of everyday life, works that have now disappeared, traditions of the past, ancient legends, great events in history, told by the voice of those who have lived them directly, to keep alive the memory of a past that is not so remote, but apparently very distant. A computerized database, to consult the complete stories, but also to select parts of them on the basis of various query keys, by themes, toponyms, dates, protagonists. A valid tool for school research, but also an interesting possibility of study for visitors and a form of conservation of the collective memory of a community, that of the People of the Vena del Gesso. It is evident that the institution of the Landscape Museum of the Faenza Apennines on the one hand, and that of the Ark of Memory on the other, constitute the first steps towards the creation of a real Ecomuseum, understood as a "dynamic process with the which communities preserve, interpret and enhance their heritage in terms of sustainable development "(Ib., p. 6). & nbsp;

The political tradition of Riolo Terme.

From the post-war period it is left (PCI) then center left (PD). In the 2017 electoral program, after recalling the spread of camera systems to be further expanded, there is talk of participatory security involving citizens “in an alert system [...] to build an urban security network. A neighborhood control project in which the citizens who live neighbors are the fulcrum of a system that, in addition to forming a barrier to protect homes, can also be useful in creating a more cohesive and supportive community "(Link 4), moreover the administration has supported the Municipal Council of Boys, a body through which the children of the community "have the concrete possibility to participate and intervene in political and administrative life" (Link 4). & Nbsp; & nbsp;

Organizing, Supporting, and Funding Entities

Atlantide Soc. Coop. Social p.a. Onlus is the main promoter and applicant for the purposes of the 2017 call for support to participatory processes, of the Emilia-Romagna Region. Atlantide is a cooperative made up of 50 employees, of which 30 are members, graduates in scientific and humanistic disciplines, which since 1990 has been dealing with services in the sectors of the environment, education, culture and tourism (Link 3). The person in charge of the participatory process is Dr. Francesca Fabbrica project manager of Atlantide, head of the Landscape Museum (Atlantide, 2017, p. 2-7). & Nbsp;

Arch. Monia Guarino (Active Principles Professional Association) is the curator of the participatory process. & Nbsp;

Municipality of Riolo Terme is the owner of the decision, of the public goods and of the territory on which the trial takes place (Ib., p. 1). & nbsp;

Emilia-Romagna Region, Guarantee technician for participation. Established in 2012 as a structure provided for by Regional Law 3/10, it is held by the Director General of the Legislative Assembly of the Region. The staff consists of 2 officials. It promotes regional participation policies, training and assesses the quality of ex-ante, ongoing and ex-post projects for the purposes of the regional call for funding and certification only. & Nbsp;

Lenders. The total cost of the project, according to the initial budget, is 15,000 Euros, the share to be paid by Atlantis is 7,000 Euros, while the financing requested from the Region is for the remaining 8,000 Euros (Ib., P. 21-22). ;

Participant Recruitment and Selection

Project staff is composed of Dr. Francesca Fabbrica (Project manager of Atlantide, responsible for the Landscape Museum) as general supervision and relations with the decision-maker, Dr. Fabiana Succi (communication manager of Atlantide ) with the task of organizing secretariat of the process, communication and promotion; Dr. Federica Malavolti (staff of the Faenza Apennine Landscape Museum inside the Rocca di Riolo) with the task of organizing secretariat, logistics management and project secretariat; Dr. Elisa Stivari and Dr. Andrea Benassi as technical-organizational support, relations with the territory / community, content analysis (Atlantide, 2017, p. 7-8). & Nbsp;

Curator of the participatory process, responsible for carrying out, conducting, facilitating and reporting. In the project document it was still to be identified (Ib., P. 8) and is not reported either in the web page of the process (Link 1) or in the first report (R.1). No response was obtained from a request sent via email to the managers, while the regional guarantee technician replied that the curator identified is the architect. Monia Guarino.

Preliminary formal agreement. The calls of the Region provide for reward scores, for the purposes of the ranking for the allocation of funding. The formal agreement is one of the requirements that allows you to obtain an additional score. It is a pact signed between promoters, decision-making authorities and actors who have expressed an interest and a commitment to collaborate, support and participate in the process. In this case, the agreement was signed by: IF Imola Faenza Tourism Company scarl, Management Body for Parks and Biodiversity of Romagna, Istituto Comprensivo G. Pascoli di Riolo Terme, Tourist Association Pro Loco di Riolo Terme (Atlantide, 2017, p. 8-9). Other 19 subjects were also listed (Ib.) Who had not yet signed the formal agreement but declared themselves already solicited / involved and who would therefore have been summoned to the TdN (eg Circolo Arci Isola, Gart Gruppo arte, Gruppo Alpini, Ass .ne tourist Pro Loco Borgo Rivola, etc.). & nbsp;

Negotiation table (TdN). In the convocation of 26/8/17 of the first TdN (of 1/9/17) all the subjects who had signed the formal agreement appear, but only those (C.1).

Mapping. “Through a specific mapping, any other interested parties will be identified, involving them via e-mail and telephone by calling a first meeting organized on a date agreed with the same subjects, in order to reconcile the different needs. These will be information and targeted exchange moments in the context of meetings organized as focus groups. All cultural and tourist promotion and environmental protection associations present in the area and all those who appear potentially interested in any capacity will be invited to participate "(Ib., P. 9). & Nbsp;

Advertising campaign. "The process will also be open to all citizens who wish to participate through a promotion campaign conducted with the use of the websites of Atlantis and the Municipality, official social networks, postcards, posters, newspaper articles and with a public meeting of illustration of the project. The aforementioned "mediated" tools will be integrated with the collaboration of the local realities requested to date and with those who progressively show an interest in being part of the path. Particular attention will be paid to the involvement of fragile and vulnerable individuals (in particular individuals in solitude with economic difficulties, disabled people, foreigners) through direct, informal and convivial contact, where possible and meaningful "(Ib., P. 9-10). Finally, the project shows the "definition of the coordinated image with the creation of a specific logo for the route" (Ib. P. 13) which does not appear on the site page as no logo appears. Only on the page of the Fb group in the header is there an inscription that has a minimum of graphics but cannot be defined as a logo (Link 6). & Nbsp;

Atlantis website (link 1). There is a dedicated static page with a brief description of the project, the link to the project sheet, the link to the resolution of suspension of the decisions of the Executive (DG n.62 of 22/5/17), a very short description of the TdN with the link to the first call of the TdN, no report of the meeting, the description of the "Public Laboratory" with the list of appointments without any kind of advertising material, only the opening public Assembly (8/11/17) is available the link to the summary of the evening and the link to the photo report. Of the other 7 events, there is no information of an advertising nature or reports. At the bottom of the page there is a link to the application form and the logo of the support of the E-R Region. & Nbsp;

Municipality website (link 5). From a quick survey on the Municipality website, the page of the Faenza Landscape Museum appears in which the opening hours to the public are not even indicated. The absence of basic information such as opening hours, telephone numbers, and other shortcomings - detected after a visit to the museum - were reported via email on 2/19/2017. The municipality page has not changed (ril. 11/3/18).

Facebook @roccadiriolo The page can be reached from a link at the bottom of the dedicated page on the Atlantis site; 2 event notices were detected (workshops on 6/12/17 and 17/1/18) therefore the other 6 appointments are missing; therefore no notice or post on the participatory process is detected (release 11/3/18). & nbsp;

FB group (link 6). The public Facebook group called "Ecomuseum of the Apennine Landscape of Faenza" was created by Francesca Fabbrica on 11/28/17. It was detected by typing the process name in the FB search box. It is not indicated anywhere. The past events reported in the group are those of the workshops on 6/12/17 and 17/1/18. The posts start on 11/28/17 with the presentation of the project and the indication to find more information on the Atlantis page. In addition, a survey is published with 5 answers to the question "What makes Riolo Terme a unique and different place from the others?". The answer “His landscape” is the one that gets the most votes (19), the Sforza fortress (10), the history of the territory and the sound of the waters (5), and finally the agro-food products (3). The workshop of 6/12/17 is reported and the opening of a survey is reported in which there would have been "the paper postcard in all Riolo, to be filled in and taken to the appropriate binder in the Municipality" (Ib.). On 11/30 the box located in the Town Hall is marked with a photo, where postcards can be inserted. On 1/10 the workshop of 1/17 is reported. On 14/1 the news was given that they are "developing the postcards of the exploratory survey: what makes Riolo Terme a unique and different place from the others?". Following is a post dated 1/17/18 in which it is written “The works are ending. Public assembly, participatory proposal, guest at the Ecomuseum of the Argenta Valleys "with a photo in which 5-6 people seated look at a slide and another person describes it. On 3/8/18 there is a post in which it says "First walks to make the territory and Ecomuseum known" with a photo showing printed invitations for a walk scheduled for 11/3 (Inside the walls della Contea, walk from corso Matteotti to piazza Mazzanti on the occasion of: From courtesan to self-master) and one on 14/4/18 (The County of a Thousand Colors: walk from the court to the farm on the occasion of AGriolo 2018). It is specified with the support of the Regional Law E-R 3/2010 (Link 6). A post is sent on 11/3/18 at 2.30 pm that mentions "Said the walls of the" county "? Today at 2.30 pm c.so Matteotti ”with a photo that shows the fortress without any individual taken (ril. 11/3/18). Overall, no online interaction was detected apart from a comment from a user who reported how important it is to remember the battle of the Senio (10-11 April 1945). & Nbsp;

Information material. It was possible to detect, through the channel described above, the existence of postcards for the survey but the postcard in its parts is not given, and the last invitation cards for walks. The project also indicated posters and invitation letters, "in paper form to be posted throughout the Municipality, and digitally to be disseminated through the social profiles of the main influencers" (Atlantide, 2017, p. 14). The "preparation of an informative brochure of the course to present the issues being discussed (issues at stake)" (Ib.), "Press releases on scheduled and completed appointments" (Ib.), "Creation and management a Facebook page to stimulate virtual confrontation between citizens who will thus be able to view photos and reports on past events of the project in real time, updated materials and information on the project, news and short announcements on the appointments just made "(Ib. ). There is no report on the group page described above and almost all the appointments are missing. The interaction was null (ril. 11/3/18).

There were also "the preparation of the calendar of meetings - before each activity, documents and work sheets useful for the participants to prepare for the discussion will be published online" (Ib., p. 14) and "the drafting of reports and reports - an instant report will be shared at the end of each meeting (the minutes are chosen from among the members of the TdN), while a report (report / newspaper sheet), more detailed, will be drawn up by the editor himself and sent by e-mail before '' subsequent meeting for the appropriate additions / confirmations by the participants. The reports will be made public on the web. The tool of the report allows to organize the contributions that emerged from the comparison so that the progression towards the expected results emerges "(Ib.). & Nbsp;

Apart from the first report (R.1) all the other documents declared are not present online (Link 1). & nbsp;

Methods and Tools Used

Negotiation table (TdN). The TdN is foreseen by the regional law 3/10 (art. 13), it is a discussion group accessed by the actors to discuss and reach an agreement on a common goal. By actors we mean those who are able to mobilize resources (positively or negatively) of various types (cultural, economic, political) on a given issue. & Nbsp;

The objective of a Negotiation Table can be of three types:

an agreement on the participatory process related to a common political problem / objective. The agreement relates to membership or the commitment to participate in an organized discussion path on a common problem; & nbsp;

an agreement on the goal: in this case the actors, in addition to sharing the process, propose different scenarios on which the same actors find a mediation or a compromise, selecting a single shared scenario; in this case it would be preferable to also carry out an extended verification step with citizens through tools that favor greater representativeness;

an agreement on the conflict: in this case the actors propose different scenarios on which, however, they cannot agree. However, having accepted the participatory / deliberative process, they are involved in the discussion with the citizens and undertake to accept the outcome of this process, through tools to broaden their representativeness. & Nbsp;

Focus group. They are very common ways to bring together a group of people and start a discussion with them around a desired theme, thanks to the conduct of a moderator who is called to stimulate the discussion and to verify that everyone can express their opinion. Through this methodology it is possible to collect different opinions, stimulate a comparison between different positions and explore different points of view or reach an agreement. To facilitate the discussion, post-its can be used, which allow those who are not comfortable speaking in public to express their opinions and those who have difficulty summarizing to reflect on what the fundamental concept is. they want to express. Focus groups typically host 12-14 participants. In this case, although presumable from the first report (R.1) & nbsp;

Workshop (laboratories). They are facilitated meetings, often also attended by technicians from the public administration and experts, usually include more appointments. They are aimed at the group elaboration of projects or design indications of various types. In the case of landscape workshops, maps, sheets, post-its and cards are used to frame places, activities and ideas under various aspects. In this case the methodological and organizational modalities are not given.

Bar camp adapted to this case, is a "public meeting for the presentation of the path and argued development of the issues at stake" (Atlantide, 2017, p. 15). & nbsp;

Exhibit is an event set up as an exhibition of projects / works / posters / case studies in which participants are involved in evaluations, impressions, stimulated by what they see and experience. In this case, it is stated in the program but there are no reports available. In this case it is a "public meeting with other realities that have already embarked on the process of setting up the ecomuseum" (Ib., P. 15). & Nbsp;

Scenic walks (participated inspections with performances) is a tool to bring participants closer to the context and encourage informal interactions with technicians, designers, experts on the situated object of the process. This is why they are recommended in the opening or deepening phases of a path. In this case they are indicated in the project in the opening phases (Ib., P. 13) while in fact they have been detected well beyond the final assembly that was to sanction the closure of the path (see FB group above). & Nbsp;

Deliberations, Decisions, and Public Interaction

The start of the path can be traced back to the call of the 1st meeting of the TdN (C.1) on 26 August 2017. The project closure was scheduled for 17 February 2018, but no reports are available for that date . In addition, 2 walks were detected (11/3 and 14/4/18). & Nbsp;

Of the 7 initiatives declared on the dedicated page (Link 1) of only one it is possible to download the summary report and a mosaic photo report where it is difficult to distinguish 4 groups of 5 people each discussing and a board with post-its. & nbsp;

11/8/17 - Public assembly (opening). It is assumed that the meeting was organized in focus groups, with a theme each: ecomuseum, atlas of assets, catalog of typical shares (R.1). Each theme had several guiding questions. For example, in the first the questions were: what distinctive theme does it deal with? Which name characterizes it best? What are its cultural boundaries? How is it managed? With regard to typical actions: e.g. what can the individual citizen do? What can private reality do? What can the third sector and the institution do? What specific contribution can citizens of foreign origin make? (the project in fact also included outreach actions towards foreigners). The answers are all very concise. On the ecomuseum: (e.g.) our experience and our living in the area; the expression of the local community, a form of participation; a content aggregator; the point of origin in education and source of memory (Ib.). On the objectives: (eg) to enhance the unique characteristics of the territory; generate collaboration; promote the territory (from a tourist and agro-food point of view); create a spirit of identity and strengthen the sense of belonging; keeping alive the history of an evolving culture (Ib.); they follow the management: the citizen is the promoter / actor / recipient; digital devices (App, QrCode, web bulletin boards) are valid promotional tools; on the actors: boys and girls; wise men (elderly); inhabitants (native / foreign); merchants; hospitality managers, etc. (Ib.) A bit all except the handicapped and foreigners. Finally, actions (or good intentions) close the review: citizen (participate, keep the territory alive, organize courses and moments of meeting, spokesperson phases, be proactive); private reality (investing material, economic, cultural resources, etc. ..); Third sector (promoting the inclusion even of fragile and vulnerable people); various categories including foreigners (learn about the traditions of the place and let the inhabitants know their own); all: networking! On the right appears a list of 7 working groups with various names (e.g. #Riolesi Doc 2.0; Gocce di memoria, Sota and masci) with 27 names of members (4-5 for each group).

On the page of the site, therefore after the public assembly on 8/11/17, there follows a calendar of appointments / initiatives (Link 1):

11/8 to 11/20 - exploratory survey (identity)

22/11, 6/12, 17/1 - 3 workshops, with working groups on: Heritage Atlas; Catalog of standard actions; Collaboration agreement.

6/1 targeted survey (assets and typical shares)

31/1 Exhibit (comparison with other Ecomuseums)

17/2 Public Assembly (closing)

Walks are not mentioned, which instead can be found on the page of the FB group but not in that of the Rocca di Riolo, nor in that of Atlantis, nor in that of the Municipality.

For none of the aforementioned appointments, there is a downloadable notice or a report or event report.

Influence, Outcomes, and Effects

From what we learn from the site and from the social channels activated, no process is perceptible even before the results.

Analysis and Lessons Learned

Relevance and consistency of the participatory process with the procedure. It is not possible to indicate any consistency.

Transparency and coherence to the project. From what is available online it is not possible to trace any transparency, moreover it should be verified by those in charge (the regional guarantee technician of the participation, which has among its tasks also in itinere and ex-post evaluation of the projects) a certain confusion of the planned program, from what was declared to what was actually carried out. & nbsp;

Representativeness . It is not possible to get an idea of the representativeness, if not from the 27 names of people who appear in the report and who are presumed to have participated in the public assembly of 8/11/17 (R.1). No poll information is given.

Inclusiveness. No information is given on the type of participants even for the assembly of 8/11/17, some of them are members / employees of the Coop. Atlantis (R.1). & Nbsp;
