In 2004, the 405 randomly selected participants in the Planning Cells on Health in Bavaria, Germany met to produce recommendations for health policy.

The 16 citizen conferences or planification cells were organized by the Bavarian ministry of health between September 2003 and February 2004 on the topic of regional health policy.

Participant Recruitment and Selection

The mini-pubic is based upon a two-step process of participants' selection: the organizers first selected one city or rural district in each of the seven main administrative divisions of the state, with the exception of Oberbayern (the most populous one) in which two locations were picked (eight locations in total; it is unclear how exactly each of them was selected). In the second phase, potential participants were randomly selected from population registers (population: all residents aged 16 and above, including foreigners and secondary residences). 2,800 people were contacted, 405 (approx. 25 per cell) participated.

What Went On: Process, Interaction, and Participation

405 randomly selected participants (25 per cell) met during four consecutive days (Monday to Thursday) in eight locations (Augsburg, Bad Kissingen, Kronach, Landshut, Neustadt an der Waldnaab, Nuremberg, Starnberg, and Traunstein). The mini-public was organized as a typical planification cell, including a training phase with experts, workshops in small groups, hearings with politicians, and the drafting of a final report with policy recommendations.
