The Permanent Mixed Body for Regional Employment and Training Policies (CTEF) was created in 2004 to coordinate employment and training policies. The CTEF began including citizens in 2005—most of whom quit in 2007—but was discontinued in around 2016.

Problems and Purpose

In 2004, the regional council of Rhône-Alpes created the CTEF (contrats territoriaux emploi formation), which was in charge of coordinating employment and training policies; it included elected representatives, civil servants, union members, and business representatives. The CTEF operated at the subregional level (there were 27 of them in the region, each of which was in charge with a specific part of the territory), and were supposed to meet at least three times a year.

The CTEF was created by the regional council of Rhône-Alpes.

Participant Recruitment and Selection

In 2005, the regional council decided to include randomly drawn citizens in these bodies (5-8 persons; it is unclear how long they were supposed to sit). Participants were randomly drawn from a list of 11,000 people held by the region. This list was comprised of all people who previously attended public meetings on regional policies.

Citizens became increasingly frustrated with their lack of influence in the decision-making process and progressively stopped attending the meetings. The CTEF had discontinued by the mid-2010s, yet it is unclear when the citizen body formally ceased to exist.
