The Permanent Committee for the Funding of Participatory Projects (Comité technique pour le financement des projets de démocratie participative) was formed in 2006 by the government of Rhône-Alpes. The committee disbanded in 2009.

Organizing, Supporting, and Funding Entities

In 2006, the Rhône-Alpes region set up a “technical committee” whose function was to allocate funding to participatory democracy projects proposed by citizens or associations. The committee was comprised of 7 elected representatives (from the regional council) and 5 randomly drawn citizens who met regularly.

Participant Recruitment and Selection

10 citizens (5 full members and 5 alternate members) were randomly drawn from a database (held by the regional council) of 11,000 people who previously participated in public meetings organized by the region. The database included information of sociodemographic traits of potential participants as well as their contact information. The final sample was balanced in terms of age, gender, professional occupation and place of residence. The 7 representatives were all members of the regional council (most parties were represented at the committee).

It is unclear how often membership had to be renewed (probably every six years: this corresponds to the term of elected representatives at the regional level).
