The Mini-Public on Regional Transportation Policies (Atelier citoyen transports et mobilités) was convened by the regional government of Rhône-Alpes. It took place from January to March 2007, and the 42 participants met over three weekends.

Participant Recruitment and Selection

Sortition (on the basis of phone books) and quotas were applied for a two-stage selection. The polling institute, CESSA, first randomly selected 6,000 telephone numbers to call, in order to identify their sociodemographic profiles and assess their willingness to participate. A database of 250 people was established, among which 50 were randomly selected. 42 people participated.

What Went On: Process, Interaction, and Participation

Influence, Outcomes, and Effects

Participants wrote a synthesis of the results of the discussion, and presented their conclusions to representatives of the region on several occasions (including the plenary session of the regional council). However, the process had only limited policy impact.
