The Citizens Jury on Transportation Policies (Le Jury citoyen d’évaluation de la politique régionale « transports et mobilités ») was convened by the region of Poitou-Charentes. For 3 days, 34 citizens evaluated the region’s transport policies with a focus on rural railway transport.

Problems and Purpose

Background History and Context

Organizing, Supporting, and Funding Entities

The region Poitou-Charentes convened a mini-public (late 2009) of 34 citizens who were in charge of evaluating the region’s transport policies since 2004, with a special focus on railway transport in rural areas.

The firm VDM was responsible for the selection of participants.

Participant Recruitment and Selection

Sortition was involved, but it is unclear how exactly. VDM used the phone book to call approx. 3,000 people, and took into account the sociodemographic structure of the region (they probably selected individuals willing to participate and then made ex-post adjustments to ensure sufficient diversity).

Methods and Tools Used

What Went On: Process, Interaction, and Participation

Participants met three times for one-day sessions including expert hearings, small-group discussions and deliberations in plenary sessions. Participants could not choose external speakers or influence the agenda of the discussion.

Influence, Outcomes, and Effects

The jury issued a written report with its positions and some policy recommendations during the last meeting (about 15 pages). The report was presented during a plenary session of the regional council in January 2010. It had a limited policy impact.
