Background History and Context
Organizing, Supporting, and Funding Entities
The ministry of work, family and healthcare of the state of Rheinland-Pfalz commissioned the planification cells on the topic of population aging.
Participant Recruitment and Selection
The selection unfolded in two stages. First, four locations within the state were selected “on social and economic criteria” (no further details). Then, participants were randomly drawn from population registers: the population included all residents aged 16 or more, including foreigners and secondary residence owners. 1,500 people were sent invitations and 162 eventually participated (i.e. about 40 per commune).

What Went On: Process, Interaction, and Participation
A total of 162 participants met between June and July 2004 in eight planification cells (two in each of the four selected locations: Mainz, Trier, Vallendar, and Kusel) held on four consecutive days from 8 am to 4 pm. Participants were asked to think about the challenges raised by population aging and possible solutions.
Influence, Outcomes, and Effects
A written report with policy recommendations (e.g. legal minimum pensions, flexible retirement age, financial support for continuing education for aging workers) was handed over to political authorities in December 2004. The exact policy impact remains unknown.
