(E-)Skånepanelen is a citizen panel and online survey in which 3000 to 5000 citizens in the region are consulted yearly on issues such as healthcare, regional development and the climate. Started in 2014, it is part of Open Skåne 2030: a plan to involve citizens in policymaking.

Problems and Purpose

Skånepanelen is a citizen panel and an online survey whose purpose is to gain greater insight into citizens' knowledge, expectations, and attitudes on public services provided by the region.

The panel was organized by the region of Skåne.

Participant Recruitment and Selection

Participants must at least be residents of Skåne and over 18 years old. The panel and online survey consisted of 3000 randomly selected participants (the number varies year to year, but is between 3000 and 5000 participants). The response rate varies between 73-87 per cent.

Methods and Tools Used

What Went On: Process, Interaction, and Participation

The survey is often combined with focus groups and face-to-face meetings with citizens and, thus, part of a broader strategic initiative called “Open Skåne 2030”, to include citizens in the policy making process.

Influence, Outcomes, and Effects

The results of the e-citizens panel is summarized in at least one report every year. According to the region, the citizen panel facilitates increased knowledge about the preferences and needs of citizens in the region. The results are disseminated online and the municipality executive committee discusses each report. Another outcome mentioned by the region is that participating in the panel and subsequent face-to-face, deliberative dialogues increases citizens’ knowledge about the services provided by the region.
