Citizen participation is a constitutional right and, in times of a pandemic, the exercise of this right is limited due to the social distancing measures adopted to prevent the spread of the virus. This study aims to analyze the initiative adopted by the Municipality of Belo Horizonte (CMBH) to enable citizen digital participation, specifically participation in public hearings, during the coronavirus pandemic. This is a research with secondary data, in which the investigation took place through a bibliographic review on e-democracy, digital participation and governmental experiences in the use of information and communication technologies (ICT), together with an empirical analysis of the platform of digital participation made available by CMBH.
