Organizing, Supporting, and Funding Entities
Tromsø Municipality initiated and coordinated important parts of the project. It incorporated a kittiwake-hotel proposal into its environmental planning, commissioned architectural work, supported experimental structures, provided public information, and participated in the development of later hotels. The municipality asked AT Arkitektur to propose measures for protecting the façade of Tromsø Kunstforening and to design alternative nesting installations (Tromsø Municipality, 2018; Tromsø Municipality, 2023).

Influence, Outcomes, and Effects

The outcomes reported below are drawn primarily from annual monitoring undertaken by Rissa Citizen Science between 2024 and 2026, complemented by publications from the Norwegian Institute for Nature Research (NINA) and Tromsø Municipality. As the Rissa findings are based on structured volunteer observations, they should be understood as citizen-science monitoring rather than official population censuses.
The monitoring indicates that artificial nesting structures have become an increasingly effective component of Tromsø's approach to managing urban kittiwakes. Between 2023 and 2026, occupancy generally increased at several hotels as structures remained in place and designs were progressively refined. By 2026, Tromsø contained nine kittiwake hotels providing 1,112 nesting ledges. Hotel 3 in Muséparken remained the city's most successful hotel, while Hotels 5, 8 and 9 recorded higher occupancy than in previous breeding seasons following modifications to their design or management. Rissa Citizen Science attributes these improvements to iterative adaptation, continuity of nesting sites, and the placement of hotels close to established colonies, rather than to the provision of artificial structures alone. NINA similarly concluded that kittiwake hotels can provide viable alternative nesting sites when combined with appropriate design and long-term planning.
The initiative also generated practical knowledge about urban coexistence. The monitoring also documents continuing challenges. At the time of writing, the initiative remains an ongoing process of experimentation. Public documentation does not yet establish the long-term effectiveness of different nesting structures or the extent to which they reduce conflict across the city. Nevertheless, the case provides a documented example of how ecological observation, adaptive design, and interdisciplinary collaboration can create institutional arrangements through which more-than-human interests become materially incorporated into urban planning.
