The Development Programs with Territorial Focus are a national participative strategy aiming to structurally transform the countryside of Colombia, focusing on the locales where conflict has had the most impact.

Problems and Purpose

The Development Programs with Territorial Focus (Span. Programas de Desarrollo con Enfoque Territorial, or PDET) are a national participatory strategy, contemplated in the Peace Agreement signed in Havana, which promote a structural transformation of the Colombian countryside in the 170 municipalities most affected by armed conflict.

The programs began to be designed with the communities in 2017, at the head of the Territorial Renewal Agency, from where they were in charge of gathering information on the projects prioritized by the communities for the next 10 years. A total of 16 PDETs were signed at the national level for 16 prioritized regions, in which the communities were organized in deliberative working groups around 8 thematic pillars. The final purpose is that these plans, agreed upon by the communities and the official authorities, become a management tool for local, regional, and national governments, and an instrument to demand the fulfillment of rights by the communities.
