As a member of the Open Government Partnership, the municipal government of the metropolitan district of Quito developed a strategy to set up an open government seeking to enact the principles of transparency, collaboration and participation in their administration.
Problems and Purpose
The Quito Open Government was first institutionalized with the resolution A017 of 2015 and the ordinance 184 of 2017. The first step was setting up a platform to facilitate citizens' access to information like management reports, local budgets and action plans. Additionally, in order to encourage citizen participation, the administration made a call for members of the civil society, academia, and the private sector to partake in the constitution of a consultative council, which works together with the municipal authorities to evaluate the action plan for open government and support its implementation. A first action plan for the Quito Open Government was released in 2019; it included a review the measures adopted by the administration thus far and a set of compromises for the future with guidelines for their execution.
At the moment, the actions taken by the previous municipal government, like setting up the platform and the action plan are lagging due to a change in the administration. The newly elected mayor has not given the efforts of the previous government the due continuity.
