The Mini-Public on Ensuring Long-Term Living Quality in Vorarlberg (Wie gelingt es uns, Lebensqualität langfristig zu sichern?) involved 13 citizens working to form recommendations addressing "how to ensure long-term living quality” over 1.5 days.

Problems and Purpose

Background History and Context

Organizing, Supporting, and Funding Entities

This initiative was the first regional mini-public organized by a representative institution; it was part of the regional government future-dialogue consultation process. The mini-public was organized and professionally facilitated by the Büro für Zukunftsfragen (Region Vorarlberg).

Participant Recruitment and Selection

All 13 participants were selected by lot on representative criteria based on characteristics such as residence place and age. In a second recruitment wave, those lacking representation (youth and those with migrant backgrounds) were specifically targeted.

What Went On: Process, Interaction, and Participation

After a short expert input on living quality, face-to-face discussions began and resulted in consensus-based results.

Influence, Outcomes, and Effects

Four rather loose policy recommendations/results of the Bürgerat were formulated on how to ensure living quality in the region. These were focused on (1) children, (2) education, (3) region or land, and (4) politics/participation. These recommendations were publicly presented at the Landtags-Enquete (regional parliament commission) on October 14th 2011, where further discussions between citizens and politicians (both government and parliament) took place.
