The Research Center for Comparative Urban Governance (CCUG) is located at Fudan University. It has assisted in the design and implementation of deliberative democracy events in Shanghai.

In 2015, the CCUG worked in collaboration with Stanford's Center for Deliberative Democracy on a deliberative participatory budgeting research project in Puxing Subdistrict, Shanghai, China.
