The Strategic Plan does the city. The most advanced experiences show how the outcome of a strategic plan is mainly attributable to the quality of relations between the players in the field, together with the ability to guide and coordinate the process. How did it go to Fano?
Problems and purpose
“Reality is complex, money is scarce, political terms are short. Policies aimed at buffering rather than producing large-scale projects do not develop multiplicative long-term welfare effects. There is therefore a need for a shared reflection between political forces and active citizens, on what Fano wants to become. Once the horizon has been created, each in his own role and moment spends his present energies as part of a unitary process of development in time and space "(Link 1 - Strategic Plan). & Nbsp;
Strategic planning :
- is a participatory process which aims to promote the construction of shared development scenarios through the direct involvement of institutions and economic and social forces; < / li>
- is an economic process in which the public / private resources of the city are put together to effectively achieve a strong and shared goal;
- represents a pact between administrators, citizens and stakeholders who contribute to defining possible development scenarios and who assume, at the end of the planning process, the implementation responsibility.
- is a < strong> voluntary act which entrusts its success to the capacity of the city to promote networks of alliances around strategic objectives that are constantly evaluated and shared (Ib.). & nbsp;
History and background
The political tradition < / u> of Fano, from the postwar period is center-left, socialist to be precise, a city that still today. Since 1975 it has governed the center-left, with a brief and partial exception from 1992 to 1995 in which a DC mayor is registered. But above all, it has been since 2004 that the orientation changes towards the center-right, which for two terms (until 2014), with Stefano Aguzzi, confirms himself at the helm of the city. Massimo Seri has been mayor since 2014, leading a center-left coalition made up of PD, PSI, Left (Sel, Verdi, PRC, Pdci) and civic lists, obtaining 41.25% and then 56.13%. Followed by the M5S which reached 19% in the first round and 43.8% in the second round. In its program, after "years of abandonment of the city", we read that it is "important & nbsp; to involve citizens and operators in the process: the future of our city will be realized thanks to a participatory and shared path with everyone" [4 ]. Massimo Seri will be reconfirmed at the municipal offices on 10/6/2019 with 47% in the first and 63% in the second round. & Nbsp;
Demographic context
“Today Fano has 60,852 inhabitants. Since the postwar period, the city has always shown a strong attractiveness ”[1]. In reality, population growth has always been abundantly positive: in 1861 Fano had 19,161 inhabitants and in 1936 it had 31,600. Growth has been faster since 1951, going from 36,330 to 62,900 in 2011 [Istat data]. However, this growth has been interrupted for 2 years, hampered by the economic crisis. “Between 2008 and 2015 there was a & nbsp; drop of 28% in the birth rate & nbsp; (in 2008 there were 620 births, in 2015 only 447). The data mark a negative trend, also attributable to the economic crisis, also with regard to the flow of migration (down since 2010) and the propensity to have children (births dropped dramatically in 2013). Values that are also reflected in the type of families that now live in Fano. 'Fragmented' families made up, on average, of 2.2 people (in 1991 the average was 2.9). In the same year, 1 in 3 families present in the municipal area is made up of lonely people: singles, separated, elderly, migrants, carers but also owners of 'second homes' who take up residence in Fano in order not to pay the IMU. Fano is aging, but it does so slowly. In 1991 the average age was 40, in 2015 it was 45. A slight decrease, if compared with that of nearby Pesaro (average age 45.9) and Senigallia (46.1), lightened by the presence of foreigners, younger than Italians. Foreigners who, in 1991, were 450 ten times less than those present in Fano (4,558 people, of which 56% women), equal to 7.5% of the total population of the municipality. The migratory balance from abroad continues to be positive, but decidedly reduced (from 821 in 2008 to 69 in 2015). Half of the foreigners come from Eastern Europe, 1/5 from Africa. The carers come from Romania, Poland, Moldova, Ukraine (1,642 women). Unfamiliar workers from Senegal, Tunisia, Sri Lanka. Families mainly from Albania, Morocco, China. The degree of early school leaving of foreigners has decreased over time. From 190.9% in 1991 it has gone, in 2011 to 115%. On the other hand, the number of graduates present in Fano is growing. In 2011 they represented 14% of the population (9 percentage points more than 5% in 1991) "[2].
" We need to create opportunities for growth and lifelong learning, such as schools for adults ", argues 'Councilor for Educational Services Samuele Mascarin, underlining “the opportunity given by the creation of a seat of the Agricultural Institute in Fano [...]. While, on the foreign front, Fano has already been active for years: the establishment of CREMI (Center for Research and Intercultural Mediation for children and young people) dates back to 2003, when the presence of foreigners was limited to elementary schools and stood at 4-5 %. Today the percentage of students in the city has reached 10%, the children of 2003 have grown up, integrated and continued to study "[3].
Organizational, support and funding entities h2 >
Municipality of Fano . The entire process is coordinated by the Mayor and the Board, assisted by an internal staff of the Administration and by the support of an expert consultancy company in the sector of participatory strategic planning which has been entrusted with the task after an internal evaluation - among 6 candidates - following a public notice to send estimates relating to the requirements set by the administration. The amount of the service was paid with € 45,298 gross [5].
Avanzi SrL won the assignment for the management of the strategic planning process of Fano . Its headquarters are in Milan and has been operating in the field since 1997; the founder is Carolina Pacchi (Link 2). & nbsp;
Omnia Comunicazione SrL is a company based in Fano that took care of: project image, realization of communication materials, press office, organization of the “Foro Urbano” event. It obtained the award through a public tender with the evaluation of the quotes on 3 candidates. The amount paid to Omnia by the Municipality is € 32,610 gross [6].
University of Urbino 'Carlo Bo' , the "researchers" of the university they provided the data of the starting point of knowledge, of the plan, which photograph the territory and its trends. There is no further information on this collaboration and contributions to this institution.
Selection and recruitment of participants

Press campaign by the Board for the dissemination of socio-economic data of the territory and announcement of the Urban Forum (24/2/17) (Link 1 - documents). & nbsp;
Urban Forum (4/3 / 17, h. 9:00 - 13:99, Mediateca Montanari, Fano) with 150 participants in about twenty OST tables distributed in different rooms in two work sessions, facilitated by Carolina Pacchi and the collaborators of Avanzi Srl. Era " present a varied multitude of Fano: unemployed, students, pensioners, public employees, engineers, accountants, teachers, architects - average age 50 years - supported, during the thematic meetings, by 12 facilitators, some from Milan, other officials of the municipality trained from Avanzi "[7]. The OST was open to all as its rules provide. The Instant Report of the OST will be made accessible from the site on 5/4/17 together with the socio-economic analysis of the University of Urbino. & Nbsp;
Urban Center ( from March 22, every Wednesday from 4 to 6 pm, "Memo" Montanari Mediateca, ground floor, room n ° 6), inaugurated on March 22, has been a physical place for information to the public, meeting and ideation on the ongoing process. & nbsp ;
Inspections and stays of the experts , on 5/5 the councilor for government of the Paolini territory and the town planning office accompanied prof. Restucci of MATE (the company in charge of drafting the Town Plan of Fano - because the new PRG is being drafted at the same time as the PS) in a careful inspection of the historic center of Fano. The professor. Amerigo Restucci, commissioned & nbsp; by & nbsp; MATE & nbsp; to draft the new legislation for the historic center, expressed his appreciation for the quality and liveliness of the center, "and decided to stay in Fano for several days to get to know it thoroughly" (Link 1 - & nbsp; documents). The urban planner Daniele Rallo was also present for MATE, the architect Gloria Vitali for Avanzi, the Urban Planning manager Adriano Giangolini for the Municipality of Fano, Eng. Methods and tools used
Focus group These are very common ways to bring together a group of people and start a discussion with them around a theme, thanks to the conduct of a moderator who is called to stimulate the discussion and verify that everyone can express their opinion. Through this methodology it is possible to collect opinions, stimulate a comparison between positions and explore different points of view or reach an agreement. To facilitate the discussion, you can resort to the use of post-its, maps and sheets, which allow those who are not comfortable speaking in public to express their opinions and those who have difficulty summarizing to reflect on which is the fundamental concept they want to express. Focus groups typically host 12-14 participants as in this case.
OST The & nbsp; Open Space Technology & nbsp; is a method of collaboration that takes place in meetings of varying duration (from half a day to 2-3 days) and can involve as few people as a few thousand. It is based on the self-organizing skills of the groups, aggregated on the basis of interests and stimuli, launched by the participants themselves. The first phase is plenary, introduced by the general question (prepared by the conductors) and by the solicitation to the participants to present topics for discussion, synthetically and with a short exposition. The proposals are collected on the notice board of the OST to which all participants can then register. Then we move on to work in groups. Participants are encouraged to behave as free from patterns and labels as possible. A rule is the maximum freedom of movement, from one group to another, and there is also the possibility of isolating yourself (without being considered eccentric) or going to the buffet whenever you want and maybe meeting with others there. A self-produced synthetic report is requested for each group. & Nbsp;
Exploratory walks. They are itinerant inspections led by facilitators, technicians, administrators in which, with the participants, you get into the real situation; they stimulate shared observations, narratives and context-driven learning. & nbsp;
What happened: process, interaction and participation
Launch and press campaign . After obtaining the assignment on 13/12/16, the Avanzi group prepares the organization of the plan process. Starting from 3/2/17, with the press conference, the Giunta di Seri announces the start of the #Orizzonte Fano process. The objectives, the socio-economic information repertoire provided by the University of Urbino, the appointments of the course, website, Facebook page, telephone are widely advertised. 2030 is the date that the Administration sets itself as a deadline, as the goal of the project. The document processing process includes:
- the identification of relevant issues;
- the structured involvement of the active forces of the city in specific thematic working groups. The main product of the debates is the figuration of scenarios, the identification and development of project ideas;
- the drafting of the plan document capable of increasing the effectiveness of the other planning tools (Link 1 - documents).
In addition to the channels of the municipality, the dedicated website, social networks, media coverage affects all the local daily press (at least 7 newspapers, web TV, local TV, radio ). Throughout the month of February, press conferences are periodically released relating to the data of the cognitive framework, in order to stimulate and encourage the community to reflect and put the topic on the agenda in spontaneous local debates. & Nbsp;
< p> Finally, the open meeting of March 4th is announced and publicized (also with posters and posters).Foro Urbano (4/3/17, Memo). OST to the Montanari media library (Memo). After the greetings of the mayor and city planning councilor, Paolini, the themes are proposed and the thematic tables start, in 2 sessions. The themes are: Urban redevelopment and regeneration; Smart and eco-sustainable future for Fano, smart city; Rereading of the territory; Coast and tourism; Adaptation of public buildings with seismic risk (schools); Enhancement of the cultural heritage; Infrastructure, airport and urban park; Technology at the service of the administration and the citizen, transparency and participation; Work, new activities and the industrial area of Bellocchi; Redevelopment of the former Mater Purissima colony in Ponte Sasso; City of children and creativity; Social frailties; Healthcare in Fano; Life and death, social issues; Multiculturalism; City hours; Spaces and activities for young people; Mobility, sidewalks, cycle paths; Sport [7]. & Nbsp;
Of them 7 have become Project construction sites (see below) that have continued their course independently (Link 1 - from ideas to projects) .
The first table on urban redevelopment, for example, one of the most participated (35 people) addressed several issues. “Urban redevelopment is to be understood as: well-kept environment, architectural and space quality, pleasantness of life. It is essential to stop land consumption, not to further expand the city also because the supply of building areas is already higher than demand. It is therefore necessary to promote urban regeneration: replacing, regenerating or redeveloping an obsolete building stock with high energy consumption, inadequate from the seismic point of view, both for private and public buildings [...], for areas unused, before proceeding with definitive solutions, we could work on temporary uses to promote laboratories, also to involve the population in the decision of future functions [...] We need an architecture library that collects materials no longer used, flanked by a common workspace. Fano is divided into three poles: the historic center-area of the former sugar factory-Bellocchi, the latter born as an industrial area, today a management area. The risk involved is a blurred identity of the different areas. It is necessary to enhance the much that is already there. For example, the Barracks, or the Vittoria Colonna which could host temporary housing, co-housing, partner services ”[8].
Information campaign and urban center . The information press campaign continues throughout the month, with data on mobility and the BES (the indicator of fair and sustainable well-being). On 20/3 the Urban Center will be inaugurated at the Memo, a space open every Wednesday from 4 to 6 pm. "On the notice board of the Urban Center it will be possible to find floor plans, projects and instant reports of the Urban Forum. "Users, who will have a PC workstation available, will be able to ask for information and leave their suggestions, ideas and material" recalls Andrea Cagnazzo, of the Mayor's Cabinet Office who then indicates: "There you will find the documents elaborated up to now and those that will be added during the design phase ”(Link 1 - documents). & nbsp;
Exploratory walks . In the walks both experts and decision makers (in particular the 5/3 in the historic center, Project construction site n. 6 ) and members of associations and committees as well as citizens, were able to exchange perceptions and wishes with municipal officials . P.e. in the walk of 9/6 in Fano Sud ( Project construction site n. 5 ), the exploratory path was traced starting from the proposals of the local subjects involved who suggested some stages, key issues to be addressed and different points of attention. The objective of the exploration was to favor the recognition, emergence and mapping, by the Strategic Plan working group and the local community, of the endowments and resources of a part of the city, also imagining possible ways to their enhancement and networking. For example, in the category "identity, resources and opportunities" were found: & nbsp;
- the presence of the remains of the old wooden bridge over the Metauro; & nbsp;
- The pine forest located next to the Madonna del Ponte represents a constant in the history of the territory: in the past it was used for the maintenance of the old wooden bridge. & nbsp;
- In the past, presence of the coastal lake of S. Egidio. & nbsp;
- The former rural hamlet and its agricultural vocation. & nbsp;
- There are now few farmhouses that have maintained their original architecture as they have undergone remodeling over time. Of those that remained original, many are uninhabited. & Nbsp;
Several suggestions also emerged (eg):
- Redesign of the toponymy of the hamlet. The name of the locality Metaurilia extends from Caminate to Tombaccia up to Torrette, generating disorientation and confusion. & Nbsp;
- Enhancement of the centrality and aggregative capacity of the complex around the Church of S. Benedetto. Li >
- Rethinking of the Adriatic State Road: downgrading and redesign of the road section, including pavements and cycle paths to connect Metaurilia to the other hamlets of Fano sud (connections between neighborhoods) and to the city center, pedestrian crossings and traffic calming elements. & nbsp; Etcetera (Link 1 -documenti). & nbsp;
Meeting with the mayors of the Metauro valley (9/5/17). In order to extend the territorial governance and the impact of the PS of Fano, a discussion with the mayors of the neighboring municipalities was indispensable. "The Mayor of Fano introduces the meeting by observing that territorial policies can no longer be limited to municipal borders, that common policies must be identified for the territories of the Metauro valley to promote economic development and the well-being of the populations represented. It highlights the structural elements, of a historical and environmental nature (the Metauro river, the Flaminia consular road, the Metaurense railway, the E78, etc.) that inseparably bind the territory, divided on an administrative level, but unitary in its substantial identity [.. .] Cartoceto highlights that the River Contract does not consider the river only as a problem, but also as a resource to be redeveloped and enhanced. Imagine green paths along the river axis. Piobbico strongly and determinedly proposes the "restoration" option of the Fano-Urbino railway, to solve the commuting problems of the population in a sustainable way. Apecchio underlines the interest in the food and wine enhancement of the valley. Fossombrone offers maximum collaboration. Already involved by Urbino in projects that have never seen the light of day, it asks for concreteness and feasibility. Cagli strongly supports initiatives aimed at joint projects, where the goal is not the specific interest of the single municipality but the good of the entire territory. For the municipalities of the valley, joining Fano in a shared project means increasing their visibility. Presenting itself as a territory that goes from the sea to the mountains, rich in elements of interest, increases the attractiveness and certainly increases the time spent in our territories "(Link 1 - documents). & Nbsp;
Focus group and seminar on Metauro . 7 focus groups and a seminar on the Metauro river contract were organized (Project construction site no. 7). The focus groups concerned the project sites (1, 2, 4). For example for the Shipyard n. 1 "Industrial areas, artisanal development and mix of uses" entrepreneurs and trade associations have faced various issues (pe): & nbsp;
- the needs of infrastructural modernization of industrial areas (broadband enhancement, aqueduct and electricity supply),
- the request for greater flexibility of possible uses,
- the redevelopment of public spaces,
- the separation of flows ( heavy traffic, light traffic, soft mobility), & nbsp;
- the availability of personal services, such as gyms, nurseries, etc. (Link 1 - documents).
On the construction site n. 7 "The lower valley of Metauro" conveys the proposals of the table with the mayors (9/5) and a seminar / laboratory (14/7) with experts, specifically on river contracts. With it, the possible contents of a future River Contract (CdF) were defined, which is - according to the definition of the Marche Region - the "voluntary instrument of strategic and negotiated planning that pursues the protection , the correct management of water resources and the enhancement of river territories together with safeguarding from hydraulic risk, contributing to local development ". It was also an opportunity to gather and encourage the meeting of actors active on the theme of the river and local development: institutions, associations, development agencies, companies, professionals. The parallel working groups made it possible to summarize the elements that emerged and indicate the strategic prospects for intervention. The presence of the Marche Region at the conference reinforced the value of the meeting. The Metauro represents an important resource not only for Fano, but for the entire valley and the willingness of the municipality to deal with the territories highlights maturity and sensitivity to the issue. The commitment and attention of the Region is increasingly towards important development projects that affect large spaces and territories such as the launch of the Metauro CDF and the rethinking of the Fano-Urbino line. On the latter, for example, a discussion was initiated with Ferrovie dello Stato which is leading to concrete results for the acquisition and construction, on the sides of the tracks, of a cycle / pedestrian path and the reactivation of the line. It is also important to think about the CdF, which represent a strategic opportunity for consultation and co-planning between different players in the area. The CdF represents an integrated and complete instrument of strategic intervention that brings together issues (water quality, landscape, tourism, etc.) and subjects of different nature (municipalities, provinces, regions, individuals, environmental associations, etc.). The municipality of Fano is the leading body for the Evolved Cultural District of the Via Flaminia, a project that involves 16 subjects of different nature (municipalities, universities, companies, etc.). The general objective of the project is to promote a process of endogenous development of the reference territory where the 4 system of tangible and intangible cultural heritage and the use of information and communication technologies contribute to the growth of attractiveness and competitiveness, the development of creativity and innovation, the improvement of capacity and quality of life. Other themes are also addressed, such as the water supply of the Metauro, slow mobility and the road-rail-bike exchange service, naturalistic areas, usability and didactic-sporting activities, tools for narrating the identity of the valley ( Link 1 - documents). & Nbsp;
Strategic plan document (13/1). An 80-page document is submitted and put online. However, the document is not intended to be a conclusion but the trigger of a strategic elaboration process: "It will work to the extent that, indicating a vision of the future in 2030, it will begin to orient behavior in the present with respect to some development issues deemed crucial ( p. 4) [9]. It summarizes the 11 months of the path carried out, the 86 activities, in a very detailed way, which it was not possible to report here in full and a list of all the actors divided by category and territorial level. It then resumes all the statistical data on the territory and the current trends. The 3 scenarios are then listed (Habitable city, City of open innovation, City of reuse and reactivation of resources). P.e. on scenario 1 "Habitable city [...] Fano by 2030 must be a welcoming city, where public space will be cared for, favoring forms of taking charge by citizens, according to shared management regimes of common goods between the municipal administration and local community. It will be a city capable of guaranteeing extensive accessibility, favoring cycling and walking as the main way for urban travel. This will help to combat air pollution and improve air quality. It will be a convenient city for everyone, where they can move around with ease, especially for weak citizens: children, the elderly and the disabled [10]. On scenario 3, for example, “Fano in 2030 will be a city that will have favored the reactivation of public buildings for collective purposes and granted them to a new class of city makers. It will have prepared a large reuse program based on experiments aimed at producing social value, in the fields of cultural production, welfare services, housing, crafts, agriculture and tourism. Experiments on publicly owned resources will be able to favor processes of emulation by private owners of capital that needs to be reconverted (from warehouses to accommodation facilities) ”[11]. Then follow the chapters of the project sites already mentioned. In addition to a description of how each construction site intercepts the scenarios and interprets its mission, concrete actions to be implemented are listed. For example, for Construction Site 1 "Industrial, craft and mix of use areas" there are actions such as 1.1. Activation of a business discussion table - PA . that favors the sharing of structure choices for the development of industrial areas and project priorities. The expected results from this table are: & nbsp;
- activate the process of characterization of the transformation and development paths of the industrial presence; & nbsp;
- regulations, according to a unitary project of urban regeneration, the transformation procedures of the areas according to a mix of uses responding to the needs and socio-economic dynamics in place; & nbsp;
- activate a series of meetings / training courses to transfer, both to the PA and to entrepreneurial subjects, knowledge on co-design methods and on good practices of reuse and development of production areas; & nbsp;
- build networks, to insert the Fano production reality within project partnerships that are structuring as part of the European initiative on the Adriatic Ionian macro-region [12].
Finally, the contents of the comparison had, by the editors of Avanzi, on the first draft plan with the structures were reported of the Municipality, departments, mayor and offices. Here, first of all, the need to adopt a different working method, transversal on strategies, to integrate the different sectors, creating synergies between technical skills, optimizing internal resources and skills, is highlighted. Another theme felt as central by the administration was that of spaces, their management and enhancement, taking advantage of the collaboration of citizens. Several projects that emerged from the comparison were then listed which are consistent with the strategic lines of the plan. P.e. school-work supply chain , to start constructive alternating school-work courses aimed at training and transferring skills to the younger generations. This proposal, in line with the open innovation city scenario, qualifying local knowledge and promoting the exchange of skills and knowledge, can leverage on site 1 - Craft areas, industrial areas and mix of uses. Governance of the plan . This chapter closes the document. Of everything conceived and detected, and beyond the formal difference between the various types of proposed action, however, they maintain a similar premise: the municipal administration is the main player. It "must in fact animate these courses of action, in various ways because it is the responsible subject and the promoter (so it will be for the hypothesis of the River Contract on the Metauro), together with other subjects, according to the logic of multilevel governance (the others local authorities of the area, the socio-economic partnership, the Region, etc.); & nbsp; is the subject that must allow its development, enabling other subjects to develop their own projects (historic center) or making available resources (technical, human resources) to ensure its development (the Table on the economy of the sea). It is the entity that obtains public funds which, in synergy with private ones, allow the realization of single projects. [...] In fact, the Municipality will be able to carry out various roles, but in any case without its presence nothing of what has been defined will be able to march [...]. In this regard, the essential condition is of a political nature: the Mayor, who has assumed leadership of the plan, has indicated in the Strategic Plan a crucial option of his mandate ”. Below are the three fundamental actions for the concrete and effective governance of the Strategic Plan: & nbsp;
- Constitution of the governance structure of the Plan (action-flag) and for each Construction of a discussion table, an office, a network between entities and actors involved. Once the permanent structures for each construction site have been defined, we move on to the list of practicable actions. & Nbsp;
- Structuring of an Urban Center that must continue its action. & Nbsp; li>
- Communication, community management, dissemination , possibly finding a bridging professional figure between PA and Memo. & nbsp;
Influence, results and effects < / h2>
Despite the conclusions in the dedicated pages (Link 1), once the strategic plan document is concluded and presented, communications stop. In fact, the latest news dates back to 15/1/18. Idem, in the pages of the project sites there are no signs of updating on what and how we proceeded. & Nbsp;
Analysis and lessons learned
The path was impressive both in the occasions of deliberative meeting both in its advertising and involvement of administrators (both elected and officials). The impression & nbsp; that everything stops once the strategic proclamations are concluded makes uncertain any efforts that may be going ahead without adequate and consistent communication. It is also not surprising, as is often the case, that conflictual issues are completely absent . They almost never emerge in these processes aimed at maximum harmony. & Nbsp; This may be due to the premeditated separation in the tables of actors with different interests (eg table with trade associations and companies on industrial areas, there were no trade unions or associations environmentalists, nor committees of residents). However, there is a lack of a participatory monitoring plan on the implementation of the plan. Until the conclusions of the plan, all the information and reports have fully illustrated the activities carried out. The activities carried out were massively publicized and favored inclusiveness for the actors and access to citizens even with various inspections. Perhaps few efforts have aimed at the most elusive categories (young people, immigrants, disabled) and there are no efforts for the sharing of the plan and its preliminary investment with the actors. Representativeness has reached almost all the territorial actors and about 150 citizens directly as well as several thousand through the numerous media involved. & Nbsp;
